1．背景・趣旨 大西洋クロマグロについては、（ワシントン条約）により本種の国際取引や
公海からの持込みを禁止すべきとの提案がなされました。
（2）特に、太平洋クロマグロは、ア 全漁獲量の7割強が我が国によるものである、イ 我
が国周辺水域内に産卵場が存在する、ウ 韓国・メキシコによる漁獲もその多くが我
が国に輸出されている等、我が国にとって重要な資源となっています。我が国は、太
平洋クロマグロの最大の漁業国かつ消費国として、その持続的利用に大きな責任・・・
2．今後の対応
（1）基本的な対応 未成魚の漁獲を抑制・削減し、大きく育ててから漁獲する・・・
（2）施策
ア 国内における資源管理の強化
（a）沖合漁業管理 大中型まき網漁業を対象として、休漁、漁獲サイズの制限、個別漁
獲割当等、漁業実態に応じた適切な管理措置を導入。
（b）沿岸漁業管理 曳き縄等の自由漁業を対象として、将来の隻数制限を視野に入れ、
届出制に移行するとともに、漁獲実績報告の提出を義務化。
（c）養殖業管理 養殖の実態について正確な把握を図るため、・・・養殖場を登録すると
ともに、養殖業者に対して養殖実績報告の提出を義務化。

（2）Especially, Pacific Bluefin Tuna (PBT) are i) more than 70 percent of the world’s tuna
catch is made by Japan. ii) Tuna spawning grounds exist in Japan’s surrounding water.
iii) Japan has critical responsibility for sustainable use and conservation of tuna stocks
and habitat because Japan is the world’s largest fishing and consuming country of PBT:
much of Korean and Mexican catches are exported to Japan...
2．Subsequent Measures
（1）Basic strategy: Suppress and cut catch of immature fish, and fishing after matured.
（2）Management Measures
i) Enhancement of domestic resource management.
（1）Offshore fishery management: For large/medium purse seine net fishery, we execute
appropriate control measures depends on the actual situation, e.g., execute suspension
of fishing, limit minimum size for catch and set individual fishing quotas.
（2）Coastal fishery management: For fishing not required any licenses such as long line
fishery, we intend to limit the number of ships on coastal fishing area in future. First,
we introduce a notification system, and mandate submission of catch report.
（3）Management of tuna farming: To understand actual situation of fish farming, we
implement registration of fish farm, and mandate submission of fish farming report.
