Community Based / driven Early
Warning Systems
Building Safer and Resilient Communities
Global Guide: CEWS
 CHALLENGES IDENTIFIED:
 Growing volume of field work, little to no
documented record
 General confusion: what is a CEWS?
 International progress in EW: on top-down
technology/forecasting,
 but less to none on bottom-up monitoring
and community response capability
Community Based/driven
Early Warning Systems
 Any effort BY/WITH a community to SYSTEMATICALLY
collect/compile and analyze INFORMATION (at their level)
that enables the dissemination of MESSAGES
 that, if actionable, aim to help communities PROTECT
THEMSELVES from an imminent hazard or shock.
save more lives & livelihoods.
What constitutes effective community based
early warning systems?
1. Participatory process to ensure
that needs are covered and
information flow is in place
2. Support local community,
ensure that preparedness
mechanisms set with legitimate
multi-risk approach
3. Partnership with all stakeholders
Met Offices play a key role
Community based early warning
monitoring systems are strengthen and
linked to key early warning actors,
especially the Global Framework for
Climate Services (GFCS).
EWS will only succeed if those people at risk are not only
central to the design, but are able to receive and act upon
warnings.
The RC network can be crucial in mobilizing community
preparation to ensure that hazard warning information does
reach those who need to react.
coordination and Collaboration
INETER, SNET, INSIVUMEH……
 Good coordination between Meth – DRM
institution is essential = promote a constructive
approach and increase local ownership.
 Warranty EWS complementarily : Local,
Regional, National, International = technical
quality
 Requires Long term commitment in order to
change attitudes, develop “best practices and
encourage decision-making at all levels
 By strengthening EWS, we help to ensure that
development projects, action plans and existing
policies are sustainable.
