Scope of Work
The description of the Works covered by this Contract includes:
• Construction of a prefabricated laundry building;
• Modification of existing prefabricated recreational building
• Construction of new prefabricated recreation building;
• Upgrading of existing bulk services (sewer, water, fire and electrical)
to support the infrastructure upgrade;
• Construction of storm water drains;

• Rehabilitation of existing village road;
• Construction of new village roads;
• Construction of pavement of side of existing village road.
• Construction of an electrical switch house;
• Supply and installation of street lights along the new village roads;
• Supply and install area lights;
• Supply and install flood lights for the two soccer pitches;

Scope of Work (Continuation)
• Supply and install new electrical mini-sub to complement existing
system;
• Supply and erection ablution facilitates;
• Rehabilitation of the two soccer fields (fence, gates, soccer posts)
• Construction of carports and shades
• Construction a mortar and brick Braai area;
• Construction of a wash bay for buses and cars;
• Supply, installation and connection of fire extinguishers and fire hose
reels; and
• Supply and installation of signage for all buildings.

Technical
• The Successful Bidder shall be responsible to upgrade bulk services
in parallel with the construction of the prefabricated laundry building to
ensure adequate supply of water and electricity from the most
convenient village tie-in point to the laundry.
• The Successful Bidder shall be responsible for electrical wiring,
reticulation and to provide the necessary Certificates of Compliance.

List and proof of competencies (CV’s) of all legally appointed persons

Nature of your work at Kendal Phase 2 Project (Scope)
Company’s three year Safety Statistics record including no of
employees.

ED Cardinal Rules
Rule
Description of Rule
Rule 1
Open,
isolate,
test,
earth,
bond,
and/or
insulate
before
touch
Any person who performs work on an electrical installation shall ensure that it is isolated, tested and
earthed before starting with any work.
Rule 2
Hook up at heights
Any person who performs work higher than two metres above ground level shall be attached to an
anchor point at all times, or as identified during the risk assessment.
Rule 3
Buckle up
No person may drive any vehicle on Eskom business and/or on Eskom premises unless the driver and
all passengers are wearing seat belts.
Rule 4
Be sober
No person is allowed to be under the influence of intoxicating liquor or drugs while on duty.
Rule 5
Permit to work
Where an authorization limitation exists, no person shall work without the required permit to work.

• Signed enquiry/contract/order quality requirements forms (Annexure A
and B)
• ISO 9001:2008 certificate or credible proof of an ISO 9001:2008
compliance Quality Management System, refer Section 7.2.
• All contractors to adhere to the ED Quality Requirement Standard (3960) and submit a Provisional Quality Plan as per standard 39-60,
refer Sections 7.2 and 7.4.
• A CV of the contractor’s quality representative to be appointed for
the works should be submitted for acceptance, including an
organogram of the quality department’s reporting line and abridged
CV’s of staff, refer Section 7.2.

and historical (Quality Management System, statistics and reports < 6
months) information as per standard 39-60 item, refer Section 7.2.

Explaining Contractor QMS Requirements
Before Contract Placement:
• Annexure A (Refers to the sections of the Eskom Standard 39-60
applicable to this scope of work)
• Annexure B (ISO 9001 Requirements applicable to the
contractors generic Management System – Exclusions under
clause 7 of ISO 9001 are permissible for the scope of work but
must be justified in the Contract Quality Plan)
• Access to the Vendor and suppliers for the purpose of initial
assessment (i.e. Prior to Contract Award) of the management
system can be expected.

SD&L Evaluation
• SD&L evaluation criteria will have a weighting of 30% of the overall
evaluation. Each element below will have a weighting assigned. The
proposal of tenderers regarding the following will be evaluated and will
each be accorded a weighting criterion:
• The Bidder must have registered address in South Africa with a
minimum B-BBEE Recognition Level of 4 and must also meet the
criteria to be classified as LBS, BWO and/or SBE. This status must be
maintained for the duration of the project.
