However there is still a need for the clarification of implementation intention of States which have reported -No Plan- despite being in the applicability area of the objective. It is also desirable to capture the plans for the States which are not formally with the applicability area but which have expressed interest for the implementation of STAM Phase 1 through other channels, in order to have a better view of the progress.
