Explanation
 A replacement of X.25 for networks with a common standard at
European level is needed due to the diminishing support by the
industry for this protocol.
 Regulation (EC) No 633/2007 on the application of a common FMTP
implies de facto that IPv6 is the new standard for data networks or
services.
 IPv4 is accepted as a transition to IPv6.
 Closely linked to the PENS project.
 All ECAC states should migrate their international or regional data
services to IPv6 by the full operational capability date.
 The objective is an enabler for objective ITY-FMTP.
 Deployment date: end 2014

Link to European ATM Master Plan
 [CTE-C11a]-PENS: Set up of a first interconnection of existing IP
national data transport networks deployed by various ANSPs.
 [CTE-C11b]- Gateway to interconnect the Stakeholder's
Networks (ANSP/PENS, Airport, Airspace Users) [Ground IP
Network]: A European IP based data transport network is deployed
for ground/ground communications. This network is the main
element of the communication infrastructure supporting all the
Ground/Ground and Air/Ground communications. This network will
interconnect the ATM Stakeholders (ANSP, Airport, Airspace Users,
Network Manager) through gateways.
