Comprehensive Explanation (1)
 Derived from Regulation (EU) 1207/2011 laying down requirements
for the performance and the interoperability of surveillance for the
single European sky
 The regulation lays down requirements on the systems contributing
to the provision of surveillance data, in order to ensure the
harmonization of performance, the interoperability and the efficiency
of these systems within the EATMN and for the purpose of civilmilitary coordination
 Airborne equipage to ensure interoperability with current and
expected surveillance technologies

 But NOT all the regulatory requirements were transposed in SLoAs
 Focussed on implementation actions by ANSPs and Airspace Users
 Compliance information to be complemented in the SES Annual

What is new or has changed since LSSIP 2013
 Changes to REG01 SLoA to stress the fact that it refers to the safety
oversight of existing surveillance chain, irrespective if subject to
changes or not.
 Alignment of the dates associated to some of the SLoAs, with the
content of the amendment voted by the Single Sky Committee 54 in
July 2014.

performance and the interoperability of surveillance for the single

Finalisation Criteria and Closed Questions
 Formal acceptance by the NSA of the ANSPs safety assessment
report
 Compliance of the surveillance data transferred to other ANSPs
 Delivery to the NSA of the safety assessment of the existing
systems
 Delivery to the NSA of the safety assessment report for the changes
to the system and notification of acceptance by the NSA
 The personnel has been trained
 Aircraft are equipped, certified and have airworthiness approval

recommendations, tips & tricks
 Applicability is EU + so for the “+ States”, check if included in the
bilateral agreements with the EU
 The Objective should be read in conjunction with the existing local
requirements already in place
 The States shall put in place processes not included in the ESSIP
objective (e.g. spectrum protection)
 The ANSPs shall be able to prove to the NSA that they implement
the most efficient surveillance solution taking into account the local
operating environments, constraints and needs as well as airspace
users capabilities.

 Overall the progress achieved is very good. The ANSPs are quite
advanced in the implementation, one third having completed all the
applicable SLoAs.
 There is also good visibility from the Military stakeholders with regard
their equipage plans.
 However it should be noted that the ESSIP objective does not cover all
the regulatory requirements of Regulation (EU) No 1207/2011 therefore
the level of implementation of the objective does not provide a full
picture with regard the level of implementation of the Regulation.

Conclusions
 Objective implementation is critical to ensure compliance with
Regulation (EU) 1207/2011 and with the future European
surveillance as envisaged by SESAR
