United Nations Convention on the Rights of Persons with Disabilities aims to…
HCSCC Charter
• recognise the need to promote and protect the human rights of all persons with disabilities, including those who require more intensive support
• recognise the importance of accessibility to the physical, social, economic and cultural environment, to
health and education and to information and communication, in enabling persons with disabilities to fully
enjoy all human rights and fundamental freedoms.
• ensure accessibility on an equal basis with others (article 9)
1. ACCESS – Right to access
health & community services
• ensure freedom from torture or cruel, inhuman or degrading treatment or punishment (article 15)
• ensure freedom of exploitation, violence and abuse (article 16)
2. SAFETY – Right to be safe
and free from abuse
• ensure the right to the enjoyment of the highest attainable standard of health without discrimination on the
basis of disability (article 25)
• organise, strengthen and extend comprehensive habilitation & rehabilitation services & programmes –
including the development and continuing training of professionals (article 26)
• ensure adequate standard of living and social protection (article 28)
3. QUALITY – Right to quality
service
• recognise the further diversity of persons with disabilities
• promote respect for their inherent dignity (article 1)
• respect for difference and acceptance of person with disabilities as part of human diversity and humanity
• ensure equality and non-discrimination (article 5)
4. RESPECT – Right to be
treated with respect
• promote the freedom to make one’s own choices and independence of persons (article 3)
• ensure full and effective participation and inclusion in society (article 3)
• ensure freedom of expression and opinion, and access to information (article 21)
• ensure the provision of live assistance and intermediaries (e.g. guides, readers and sign language
interpreters) to facilitate accessibility
• promote the involvement and participation in the monitoring / implementation process (article 33)

informed
• ensure respect for privacy (article 22)
7. PRIVACY – Right to privacy
and confidentiality
• promote active involvement in decision-making processes about policies and programmes, including those
directly concerning them
