A History of Partnerships
• From Territorial roads to the beginning of the State
Aid Program
• Roads played an important part of Minnesota’s
development
• Local Government, particularly counties have
been involved for the past 150 years
– In 1849 the legislature outlined the responsibility of
counties for road development
– In 1916 the Federal Highway Aid Law was passed
All Parties Benefit
• Money get distributed by Mn/DOT from federal
and state gas taxes to the counties
• The counties submit data to Mn/DOT and
represent their interests at the legislature
• Mn/DOT provides expertise and research for the
counties
• The counties and cities contract and maintain
certain state roads
Geodetic Control Densification
• The glue that holds various data sets together
– The Geodetic Control Layer (GIS)
• Geodetic Partnerships (key agreement items)
– No monetary exchange
– The county builds or sets the monuments
– Mn/DOT & counties perform the field data
acquisition together
– Mn/DOT performs blue booking, submit to NGS
and database management – incredibly important
• Definition of the Geoid: (from NGS website)
– The equipotential surface of the Earth's gravity
field which best fits, in a least squares sense,
global mean sea level
– Over time the sea is rising and therefore the MSL
is also rising?
– If so, then "mean sea level" changes in time, and
therefore the geoid should also change in time.
This is just one example of the difficulty in
defining "the geoid".
FSA Ortho Program
• A dataset for all levels of government and for the
public use
• Partnership Benefits:
– Need for accuracy control to monitor contractor
compliance
– Need for accuracy statement so users know the proper
level of data use and performance expectation
– Continue and foster the state/local government
relationship for the benefit of both
FSA Partnership
• The 2008 FSA Project featured
– 7 state agencies funded the project
– 72 of 87 Counties participated (83 %) in the inkind
targeting control effort
– The control targets are part of a database of control
points for QA/QC – ongoing for APFO and State
– Used in the 2009 and 2010 FSA program
– Used in the DNR / MnGEO’s Arrowhead and East
Central Minnesota Ortho Program
– Will be used in next years Southern MN Project
Statewide LiDAR Project
• The SE Minnesota Mapping Project (2009)
– 8 of 9 Counties participated (89 %)
• The Minnesota River Valley Project (2010)
– 17 of 25 Counties participated (68 %)
• The Arrowhead Region Project (2011)
– So far 4 of 4 counties, 1 city, 2 mining companies and
the US Forest Service are on board
• The Metro Mapping Project (2011)
– So far 4 of 11 counties are on board, anticipate 100%
SE Minnesota 9 Counties
Government (public) Benefit
• Reduction in specific project costs because of
the multi-use aspect
• Costs are distributed geographically / locally
• Long term benefits realized through the reuse of
the data
• All levels of governments (federal through local)
gain from each others work
• Confidence is increased by locals doing the work
Lessons Learned

Face to face meetings show the sincerity of your intent
Clarify the roles of the parties
Emphases the bid process – if there is cost sharing
Budgets for state and local governments are on
different cycles – plan early
• Important - That the locals feel that their involvement
is significant and that the final product meets or
exceeds their expectations – quality sells itself
