What Professional Managers do.

What was the problem?
What were some solutions?
Why were some solutions chosen
and others were not?
In the United States there are several
forms of local government.
The City of Chicago has a mayor/council
form of government.
The majority of the suburbs have the
council/manager form of Government?

What is a city/village manager?
The city/village manager is
responsible for the day to day
operations of the city/village.
Generally, city/village managers
are:
• Politically neutral
• Hired by the governing body,
which establishes the vision for
the community
• Responsible for implementing
that vision
Can you name at least four services
that your city government provides?
Most cities/villages provide:
 What kind of person goes into this
line of work?
 What are their values?
 What specific skills are needed?
What subjects should you study in
school?
What is a normal salary range?
What are the chances for
advancement?

Issues:
Board of Health
• Clean indoor air is a right of every person.
• Second-hand smoke is deadly, and people who
want to eat out should not be forced to breath it.
• The benefit to the community outweighs the cost
to the local businesses.
Issues:
Business Community
• Customers will go to a neighboring community
where they can smoke.
• We may have to go out of business!
• Jobs will be lost.
Issues:
Residents - Pro
• We want to breathe clean air where we work and
eat.
• Second-Hand smoke is very bad.
• Health is more important than business.
Issues:
Residents - Con
• It’s a person’s right to smoke where they want.
• Having a “no smoking section in a restaurant or in
an office is good enough.
• Businesses will close and people will lose their jobs.
Village Staff’s Role:
• The Village Manager can direct staff to look at all
sides of the issue.
• Research this issue in great detail and report all
findings.
• Try to provide the best information possible to the
Village Board so they can make an informed
decision.
• Staff does not make a decision on this issue, the
elected official do.
Village Board Options
1. Vote to accept the recommendation and have a
smoke-free community.
2. Vote to deny the recommendation and keep the
ordinance as is. (still allowing smoking)
3. Compromise – give something to both sides of
the issue.
4. Ask the Village staff to provide more
information and decide at a future meeting.
How can you become part of what
makes your city/village such a great
place to live?
• Register to vote and participate in
local election process
• Follow hot issues in community
• Attend community meetings
• Volunteer
