its Implementing Agreements to facilitate
cooperation and share energy research
findings
 reinforce links with the international business
community and developing countries

 create an inventory of existing collaborative
efforts to facilitate exchange on their
effectiveness
 raise the profile of existing research networks
and encourage broader participation where
appropriate
