澳洲與香港新移民及其子女 照顧輔導服務政策、 制度與措施之研究 計畫主持人：國立台中教育大學課程與教學研究所顏佩如助理教授 共同主持人：國立暨南大學比較教育研究所李懿芳助理教授 共同主持人：香港中文大學教育學院院長 李子建教授 執行單位：國立台中教育大學課程與教學研究所 壹、研究問題的背景與緣起 藉由鄰近區域的研究，瞭解外來族群與本國族群融 合與合作的方式，以增進我國外籍人士的在我國的 適應與貢獻，增加國家的人力資源。 選擇澳洲的原因：澳洲的移民人口數量位居世界第 一位，且澳洲緊鄰亞洲地區與亞洲互動頻繁，是全 球地理面積第6大的國家深具世界代表性，政治體制 與我國近似，經濟發展模式與我國相仿 。 選擇香港的原因：我國與香港皆為移民社會，且中國 大陸籍配偶人數佔多數；再者，我國與香港地區在新 移民子女的教育問題上有些相似之處；首先，新移民 子女的照顧問題，新移民子女的父母社經地位較低、 經濟上較為弱勢：其次為，新移民子女的語言學習障 礙，新移民子女的中文識字以及口語溝通較弱，與我 國情況類似。 貳、規劃研究內涵 本研究澳洲研究重點 一、探討澳洲新移民及其子女理念與政策； 二、探討澳洲新移民及其子女照顧輔導、就業 職訓與社會網路等措施； 三、探討澳洲新移民及其子女教育措施； 本研究香港研究重點 一、探討香港新移民及其子女理念與政策； 二、探討香港新移民及其子女照顧輔導、就業 職訓與社會網路等措施； 三、探討香港新移民及其子女教育措施； 澳洲新移民及其子女理念與政策 1.澳洲現行的多元文化政策（Current multicultural policy）（13 May 2003）； 2.澳洲多元文化委員會（Council for Multicultural Australia, CMA）的組成與運作、 3.澳洲國會對於種族接受的聲明（Parliamentary statement on racial tolerance）、 4.澳洲多元文化政策簡史的介紹（A brief history of multicultural policies）。 5.澳洲現今的國家移民政策.
