1. The Aid Effectiveness Debates
EuropeAid
• Busan: an opportunity for a new international aid
architecture.
• How can/will key messages from DS be integrated in
the EU position? (convergence with Task Team on CSO
development effectiveness & enabling).
 Deepen current aid effectiveness commitments (shift to
development effectiveness).
 Special emphasis of enabling environment for CSOs &
LAs (a key feature for a successful & effective aid system)
 Ensure an inclusive process, rights-based & human
rights approach and democratic ownership principles.
 Multi-stakeholder monitoring system for the aid
effectiveness agenda.


1. The Aid Effectiveness Debates
• Dealing with growing trends (themes, actors, modalities)
EuropeAid
Risk: over-stretching the agenda (e.g. climate change)
Countries in situation of fragility
Develop constructive dialogue with ‘emerging’ bilateral
donors.
Private sector & foundations: potential for innovation &
public-private partnerships.
NAM: articulating participation in BS & sector based
approach
without compromising the right of initiative and CSOs &
LAs’ autonomy

Through an inclusive dialogue supported by targeted
capacity building.


2. Financing for development
EuropeAid
• Respect of financial commitment
• ODA eligibility (e.g. phantom aid, additionality )
• Increase of allocation for CSOs & LAs (including by
earmarking funds if necessary?)
• Ensure complementarity between geographic &
thematic instruments
• Dialectic between differentiation of CSOs & LAs and
promotion of their complementarity.
• More flexibility within the instruments to adapt to
different actors & needs
• Support to PCD.

3. Partnerships within a territory
EuropeAid
•LA are to make a shift towards multi-partner approaches
(by including NGOs, universities, economic actors, donors... etc)
• Ultimate goal: strive for efficiency with smart partnerships
through deliberate efforts (a will)
• Possibility to join public and private funding from all (PPP)
• Example of local (MSH) committee taking a coordinating role:
beyond their political/legitimate mandate, LA have a pivotal role
to stimulate cooperation within their territory
 Important to avoid duplication & unite forces

4. Emerging themes (1/2) –
Democratic support
EuropeAid
• Paradigm shift from developmental to political
•Apply coherence on democracy support within EU policies
•Give priority to the concept & scope (a ‘definition’)
• Do not treat it as a cross-cutting issue  risks
• Practical implications beyond the politics: aspects of
economic reform, migration, economics (trade), building of
institutions/systems and last but not least: civil society
It takes time and efforts: financially also,
but mostly in terms of dissemination of information, ideally
starting from previous EU experiences

Transition experience

• Capitalization is useful: e.g. Eur. Transition Compendium
• Develop a concept, which acknowledges limitations:

How far does the EU transition experiences stretch?
(not just NMS also Spain/Portugal in the 70ies)
•
And what about the influence of prospective EU
accession?
•No “direct transfer” of experiences possible
•Some practical tips: gradual domestic anchoring >>
phased approach (before, during & after change of regime)
 Too much too soon risks killing civil society
