Timelines
• Current Multiannual Financial Framework (MFF)
expires at the end of 2013
• Budget Review communication adopted on
October 19th 2010
• June 2011: New MFF Package with
communication setting out broad budgetary
orientations for the post-2013 period, proposals for
new MFF Regulation and decision on own
resources
• Legislative proposals for the financial instruments
for external action to be presented by the
Commission during the 4th quarter of 2011

Public consultation: ‘What funding for EU
external action after 2013?’
• Objectives: Gather stakeholders’ views on
specific aspects of EU external funding and
options for the future, and assist Commission in
the preparation of its legislative proposals
• Consultation period: 29 November 2010 – 31
January 2011
• Report summarising the outcomes of the
consultation + online contributions received -->

Objectives of this workshop
• Give participants an opportunity to present
additional views and ideas regarding the
post 2013 Multiannual Financial Framework
• → in particular on the role of Civil Society
Organisations (CSOs) and Local
Authorities (LA) in the various instruments
and programmes (regional or bilateral
geographic programmes, thematic
programmes) within the post-2013
framework.

Reflection for the post 2013 MFF
• Context: Commission aiming to work always
more with national governements (i.e.
through budget support)
Important to support in parallel the
emergence of an organised local civil
society able to play its role of watchdog and
partner for dialogue with national
governments

Current framework for cooperation with
CSOs & LA (1)
• Various instruments (diversity of situations on the
ground and of CSOs in different countries)
• Per year, 1 Billion € of the EU budget is used for
cooperation with CSOs and LA:
– Regional or bilateral geographic programmes
– Thematic programmes/instruments: within the DCI thematic
programmes + EIDHR (European Instrument for Democracy
and Human Rights)
→ among which NSA-LA programme: only 20% of
EC total funding to CSOs and LA

Current framework for cooperation with
CSOs & LA (2)
EC funding supports various CSO’s roles:
• Service delivery (CSO/LA as an implementing
channel: filling gaps, when needed), provision of
humanitarian assistance (post crisis)
• Capacity building (where the capacity of a
CSO/LA is developed)
• Advocacy, development education, awarenessraising, promotion of democratic ownership and
in Human Rights agenda
• etc..

Questions for the post 2013 MFF (1)
• How to improve cooperation with CSO/LA in
geographic programmes :
– as a channel of aid for service delivery?
– to strengthen the capacity and role of local
CSO/LA in partner countries :
• to take part in development policy dialogue incountry?
• to involve CSO&LA at country level at various
steps of the programme cycle?
• to foster closer relationships and dialogue
between CSO&LA and Partner Governments
at country level?

• How to better target thematic support for
CSO/LA?
– to strenghthen the capacity of local CSO/LA?
– to support CSO and LA in their advocacy role?
– for service delivery using the specific
knowledge of CSO/LA in specific thematic
areas (i.e. environment)?

Questions for the post 2013 MFF (3)
• How to improve support to CSOs for protection of
human rights and consolidation of democracy
and rule of law?
• How could the various categories of CSO&LA
(European CSOs, local CSOs, NGOs, trade
unions, cooperatives etc) be better reflected in
forthcoming EC instruments?
• How to improve the delivery mechanisms (i.e.
implementing modalities, selection procedures)?
• Any other ideas or comments … ?
