1/ Overall Objective
of the structured Dialogue 2010
EuropeAid
This initiative aims at increasing the effectiveness of
stakeholders involved in EC cooperation, taking into
account the principle of the Accra Agenda for Action, by:
•
Building consensus on the main issues to be addressed
concerning the role of CSOs & LRAs in development
cooperation and,
•
Finding ways to improve the effectiveness of CSO &
LRA involvement in EC cooperation, to advance and
strengthen partnerships and to adapt EC modalities
accordingly.

2/ Specific Objectives - expected results
EuropeAid
The dialogue process shall help to:
•
Identify and reach consensus on the main challenges
with regards to CSO & LRA involvement in EC cooperation.
•
Elaborate a shared definition of the specific role,
responsibilities, added value of various categories of CSO &
LRA in EC cooperation from programming to evaluation.
•
Explore the potential for partnership between EU CSO &
LRA and local CSO & LRA.
•
At the country level, explore the respective role of the
various stakeholders (State & CSOs & LRA) involved in
development efforts.

Specific Objectives / expected results
EuropeAid
• At the country level, enhance the complementarity
between the EC programmes supporting CSO & LRA (both
geographic & thematic).
• Concretize recommendations on maximising the potential
and effectiveness of the call for proposals system and
improving the sustainability of projects.
• Identify alternative aid mechanisms to allow a more
strategic involvement of CSOs and LAs through longer-term
partnerships.
• Explore options to improve future EC initiatives in
specific areas: (i) Development Education & Awareness
Raising, (ii) support to local & regional authorities and (iii)
Democracy & Human Rights.

Outputs
EuropeAid
• Institutional uncertainty with the current
implementation of the Lisbon Treaty.
• Concrete outputs will be refined throughout the process
according to the evolution of the context &
willingness of the various stakeholders involved
• For the EC: results of the dialogue will be reflected in
our “mode de faire”.

3/ TODAY:
main objectives of our meeting
EuropeAid
We are still in the preparatory phase. This meeting is
needed to build solid basis prior to the start of the process &
to increase stakeholders ownership by:
• Allowing enough space for constructive exchanges
• Contributing to consensus-building on the process (this
morning) & on the main themes to be tackled (this
afternoon)
• Measuring the degree of involvement of stakeholders all
along the process

4/ Dialogue 2010: new format
EuropeAid
Main differences with Palermo Process (2002-2004):
- Not restricted to one specific budget line but cover the whole
cooperation with CSO&LA
- Not restricted to European NGOs but open to others
stakeholders
- Strong focus on the involvement of EU Delegations &
Southern CSO&LA
- A real dialogue process lasting one year

5/ The past 6 months of preparatory phase:
EuropeAid
• July 09: First meeting with CSO&LA platforms
• 5 Oct 09: Announcement during a public hearing at the EP
• Oct/Dec: EC internal consolidation + elaboration of
discussion note
• 7 Dec 09: Information meeting with Member-states
• 13 Jan 10: Meeting with the DEVE Committee
• 15 Jan 10: Second round of feedbacks received from
platforms
• 1 Feb 10: First multi-stakeholders meeting

5/ The next 2 months of preparatory phase
EuropeAid
• Technical assistance to support this process
• Consolidation of the working paper and methodology:
we have still room of manoeuvre for improvement within the
forthcoming 2/3 weeks
• EC is keen to receive additional remarks after meeting +
envisaging last preparatory meeting with platforms.
• Elaboration of background documents + launch of the
online tool
• Going to the South: EC to start liaising with EU Delegations
& common identification of stakeholders involved in the first
