• Federal information policies dictate that data wholly owned by
US Government (USG) be provided under open and
unrestricted data rights (when provided), BUT
– Federal agencies can acquire data under restrictive terms
which must be honored.
– State and local governments not required to follow Federal
policies.
• Whenever private capital voluntarily supports an observing
system, data rights restrictions are a necessity in order to
maintain the system, but these restrictions can take virtually
any form agreed to by provider and users. Encouraging creative
means of sharing data should be a priority as it allows for the
expansion of observing infrastructure.
