HOW DID I GET HERE?
The District Commissioner (DC) and Joint District Commissioner (Jt-DC) are appointed by
the Regional Supervisor (RS).
 Club Nominating Committee puts name forward to Sponsors
 Sponsors determine a name to recommend to the RS for consideration
 RS makes appointment which is confirmed by the Vice President Regional Administration
Club Officers are elected by the Sponsors.
 Club Nominating Committee presents a slate of names to club Sponsors
 Club Sponsors vote to elect persons to fill officer positions
BEFORE TAKING OFFICE
 In order to access the restricted pages of the Pony Club website and your Club’s record you will need a UserName and
password. Every parent, leader and member has a website record. If you do not have your User Name and Password,
use the link found on the sign in page of the Website to request they be sent to you.
 You must be a Sponsor of Record of the Club at the time of the appointment and for the length of the term
 You must be a Corporate Member of USPC at the time of your appointment and for the duration of the time that
you serve. Application for Corporate Membership can be found on the USPC web forms page under “C”. Or

REQUIREMENTS THAT SERVE TO PROTECT OUR MEMBERS AND VOLUNTEERS:
 You must satisfactorily complete a Background Check as per USPC Policy 0721. You may use this link to go to the
Background page. NOTE: The club treasurer must also complete a background check.
 You must complete the Youth Protection, Concussion and Heat Illness training modules before assuming office. As
required in USPC policies 0111., 0126. and 0127. You can use this link to access the safety page.

BY-LAWS AND POLICY
By-laws - a set of statements that establish the purpose and/or governance structure
for an organization.
 Supersede all other USPC documents (except for USPC’s Article of Incorporation). If
there is any conflict the By-laws take priority.
Policies - a definite course or method of action selected from among alternatives and in
light of given conditions; guide and determine present and future decisions.
 Governed by the By-laws which means they cannot conflict with the By-laws

Duties of the DC
Going through the list of the many duties of the DC in this presentation would take a lot

THE DC IS A TEAM BUILDER
"For us to be as good a team as we can be, we need everyone on the
team to be a leader, to find ways to make each other better. Every time
something happens to our team, you have the choice of looking into
the mirror or through the window. When you look into the mirror, you
see yourself. When you look through a window, you see what is going
on around you, what is happening to your teammates.
When something goes right, a leader looks through a window and gives
credit to teammates. When something goes wrong, a leader looks into
a mirror and takes responsibility for their role in what went wrong. “

NOMINATING COMMITTEE
The nominating committee must be elected at least 3 months before the Annual
Meeting of Sponsors.
 The DC nominates the committee to the Sponsors for election
 The committee is dissolved at the conclusion of the Annual Meeting

USPC IS A NON-PROFIT ORGANIZATION
The United States Pony Clubs, Inc. (USPC) is exempt from federal income tax, in
accordance with Section 501(c)(3) of the Internal Revenue Code. Active Clubs and
Regions are exempt from federal tax under the USPC group exemption.

MAINTAINING THE NON-PROFIT STATUS
Registered Clubs and Regions must complete required paperwork by stated
deadlines. Refer to DC/CA Guide p 83.
THINGS THAT COULD JEOPARDIZE THE NON-PROFIT
STATUS OF THE USPC OR YOUR CLUB





Failure to file IRS form 990 for three consecutive years.
Activities that are political in nature, or considered as lobbying or gaming.
Accepting inappropriate donations as tax write-offs to the donor.
Activities that will substantially benefit the private interest of any individual or organization.
Inurement - No part of an organization's net earnings may inure to the benefit of a private
shareholder or individual. The prohibition of inurement is absolute. Any amount may
jeopardize the 501(c)(3) status of the organization.

SUMMARY
