3.1.1

Once the line-up is exchanged and approved by the U.I.C., it is official and the rules of substitution apply . Substitution/ reentry is official when the ball becomes live- when the umpire says, “Play.” Unreported substitutes become official when the U.I.C. says, “Play.” If the umpires are not aware of a prior substitution or re-entry they cannot make a judgment.

An offensive illegal substitute is out immediately and restricted to the dugout upon discovery by either the defense, offense or umpires . Note: A pitch or play does NOT legalize an illegal player.

Baseball Umpire Training Rule 3 3.1.1

Actions created by an illegal batter are nullified, the batter is out and restricted to the bench; runners return to the base occupied at T.O.P.

The penalty for an illegal substitute supersedes batting-out-of-order.

A defensive illegal substitute is replaced immediately and restricted to the bench. “Projected” substitutions are disallowed, advise the coach to report the change at the time the substitution /re-entry takes place..

A Courtesy runner runs for the position, not the player . Note: You cannot make a defensive change while on offensence in an attempt to take advantage of the CR rule. A courtesy runner runs for the position/player of record of the defensive half-inning.

Unconscious Player:

Symptoms: Headache, dizziness, confusion or imbalance Any player who displays symptoms MAY NOT RETURN TO PLAY UNTIL CLEARED BY AN APPROPRIATE HEALTH-CARE PROFESSIONAL!

Baseball Umpire Training Rule 3 3.2.1 Coaches are required to be in team uniform; if not properly attired, he is restricted to the dugout unless attending to a player.

3.2.2 A thrown ball that accidently hits a coach in the coach’s box or foul territory is a LIVE BALL. A thrown ball that hits a coach in fair territory is a DEAD BALL and the runner closest to home is called “out.” 3.3.1 Coaches leaving the coach’s box or the dugout to argue a call can be: warned, restricted to the dugout or ejected, depending on the severity. An assistant coach violation will also restrict the head-coach to the dugout. 3.3.1 A Thrown Bat: Intentional- Penalty: Ejection.

Unintentional- Team Warning; ejection upon repeat offender by same team. An individual team warning is issued upon occurrence; a warning for Team A is not a warning for Team B. Baseball Training Presentation created by John Hickey 6

Baseball Umpire Training Rule 3 3.3.1 Profanity: Delayed Dead Ball. At end of playing action the offender is ejected; substitution rules apply.

3.3.1 Tobacco: Use of tobacco within the confines of the field- Delayed Dead Ball, ejection.

3.4.1 Defensive conferences are not cumulative. Each team may have three (3) charged defensive conferences per seven inning game. Each team may have no more than one defensive conference per inning during extra innings of play and may not accumulate.

Summary of HS Baseball Substitution Rules and Mechanics NEMOA -2012

(From NFHS Baseball Rule Book, Rule 3, Section 1, Articles 1-6 and Rule 2, Section 36, Article 3 and Courtesy Runner Rules at end of Rule 10)

One change in bold and underlined beginning 2011

1. Player listed on official lineup card as pitcher must pitch to one batter until batter is out or on base.  If starting pitcher doesn’t face one batter, player can play defense but not return to pitch.     If pitcher is substituted for while team is on defense, sub must pitch to batter or pinch hitter until out, on base or have three outs If rule not met, pitcher can’t return to pitch again in game Last rule doesn’t apply to injury or unsportsmanlike conduct Picher can be removed and returned as pitcher once per inning unless substitution, charged conference or pitching rules are broken. 2. You can have legal substitutions without reporting or announcement. If ball is live and a substitute has entered the game and:  A runner takes the place of the runner he has replaced,;  A pitcher takes place on rubber;   Fielder reaches ordinary position of fielder he has replaced; Batter takes place in batter’s box 3. Illegal substitution actions (Rule 2-36-3):  Player enters or reenters the game without eligibility to do so;  Player reenters game in wrong position in batting order;  Enters game on defense while player for whom he is batting is also on defense;  Player for whom DH is batting enters game on offense in different place in batting order;  Player violates courtesy runner rule 4. Illegal substitutions - penalties:  Illegal player on offense is out and restricted to bench; second offense same game is ejection  Illegal player on defense restricted to bench; second offense same game is ejection  If illegal player involved in play, illegal substitution must be discovered on offense or defense before next pitch by either team   On offense; invalidate actions from illegal player, outs stand On defense; offense has option to take play or let batter bat again 10

Medical rules:  If player is unconscious, can’t not reenter game without written permission from doctor  Bleeding – coach or player with bleeding or open wound cannot continue to play without adequate treatment  Umpire judgment on time allowed for player to receive treatment. Substitution and reentry rules apply  Excessive blood on uniform requires cleaning or replacement 6. Courtesy runner (CR) rules – adopted by MD  At any time, CR can run for pitcher or catcher  Same CR can’t run for both pitcher and catcher in game    Umpire needs to record courtesy runners and position (F1 or F2) Players who have been in game (lineup) can’t be used as CR Player can’t be CR and substitute for another player in same half inning unless due to illness, ejection or injury there are no other substitutes   available Player who violates CR rules is illegal substitute If CR is out due to illness, ejection or injury, another CR can run in his position. 7. Starters my re-enter once in the same position in the batting order including the DH if used and the player for whom the DH is batting. 8. DH may bat for any position in the lineup. If the DH goes in on defense or the player for whom the DH is batting goes in on offense (bats), the DH is eliminated for rest of game. 9. Use of DH must be declared at pregame conference 10.
