THP-Plus at a Glance
• Established by CA Legislature in 2001; first
implemented in 2003
• Provides affordable housing and supportive
services for a 24 month period to youth, age 18
to 24, who “age out” of foster care
• Third Annual Report now available at
www.thpplus.org, under “What’s New”

THP-Plus Housing Models
• Single-Site: All THP-Plus participants live in a single
apartment building or complex owned or leased by the
THP-Plus provider.
• Scattered Site: Apartments in various locations
throughout the community, often in small clusters.
• Host Family: Participants live with a caring adult with
whom they have a permanent connection.

THP-Plus Budget: FY 09-10
THP-Plus Budget for FY 09-10: $35.6 million
• June: Legislature approved $5 million reduction from FY
08-09
• October: Additional $169,000 reduction as a result of
Governor’s veto (0.47% reduction)
• THP-Plus allocation will be released shortly by CDSS
– Most counties will receive 15% cut from 08-09 allocation
– New counties will be funded at 50% of 09-10 request
THP-Plus Budget: FY 10-11
• Governor’s proposed budget for FY 2010-11 will be
released in January
• THP-Plus may be at risk for additional reductions
• Submit claims to your county and to CDSS on a
monthly basis – this is the best way to prevent an
additional budget cut
• John Burton Foundation will work closely with lowclaiming counties to develop a strategy to get claiming
up-to-date
