STATE OPTION: Kinship Guardianship Payments 1. Federal regulations: only new kin guardians; AB12 2. Family Connection Grants 2. 4 organizations in CA: $1,000,000/year for 3 years 3. AB 770: conformity with federal law: good faith negotiation 2. HHS must provide technical assistance and implementation support 2. HHS released technical assistance materials; $875,000/ year for 5 years: Tribal Law and Policy Institute to provide TA. $100,000 for 3 years to tribes that provide Title IV-E Fostering Connections to Success Act: One Year Later Improvement of Incentives for Adoption Federal Requirements 1. 5 more years of adoption incentives; incentives: older and special needs children California’s Progress 1. AB 154: language for federal compliance CA won Adoption Incentive Award for increasing adoptions in 2008 2. Removes income requirements for children with special needs 2. AB 154, SB 597: extend adoption support 3. Informing Adoptive Parents: Federal Tax Credit eligibility 3. AB 154, SB 597: adds state and local benefits and resources to requirements.
