The Cluster Approach & IDP Profiling - Introductory Remarks Nairobi, 8 October 2006 Goals of Cluster Leadership Approach 1. Sufficient humanitarian response capacity and enhanced leadership, accountability and predictability in 9 “gap” sectors/areas of response 2. Improved humanitarian coordination and leadership 3. More effective partnerships between UN and non-UN humanitarian actors Building sufficient response capacity in 9 gap areas, i.e. in 9 clusters UN Govt Predictable Leadership Natl NGOs For every sector, a “cluster”or group of organisations addressing needs together Greater Accountability Donors Red Crs Intl NGOs Predictable Leadership and Response: Global Cluster Leads in “Gap” Areas Technical areas Nutrition Water/Sanitation Health Shelter UNICEF UNICEF WHO UNHCR/IFRC ‘Convenor’ Cross-cutting areas Camp Coordination & Mgmt UNHCR/ IOM Protection (conflict, IDPs and affected) UNHCR Protection (natural disasters) UNHCR/OHCHR/UNICEF Early Recovery UNDP Common service areas Logistics Telecommunications WFP OCHA/UNICEF/WFP Predictable Leadership and Response Global Level: What does the Cluster Lead do? - Strengthen Preparedness: Designating global leads Securing access to technical expertise Stockpiles, surge capacity, rosters, Strengthen Partnerships: Identify partners; Chair with UN, Red Cross/Red Crescent, IOM and NGO participation Standards and policysetting: monitoring advocacy Field Level Aim Improve Humanitarian Response Through: Identifying Gaps Creating stronger partnerships especially with NGOs. Improve strategic field level coordination and prioritization Strengthen accountability to the Humanitarian Coordinator through Cluster Leads at the Country Level Registration/Profiling/Documentation Both the Protection and CCCM clusters define “registration” as a responsibility falling within their respective terms of reference For the CCCM cluster it is aimed to apply normal UNHCR registration standards (individual registration) in a phased manner What do the Guiding Principles say? • No mentioning of registration • Principle 20 of the Guiding Principles states that “the authorities concerned shall issue all documents necessary” The floor is yours ….
