(RFQ)

How to Complete the RFQ & Get it Advertised
Step 1 Complete LPA Figure 136.4.7
1. Copy Fig onto your local letterhead
2. Date – Enter the date this form is completed
3. Local Agency Name – Enter your organizations
name
4. Number of Pages – This tells the consultant how
long to make their Letter of Interest. Generally these
are 3 to 5 pages.
5. Received by date – This is the deadline date for
consultants to respond to the advertisement.
Remember the RFQ will need to be advertised on the
MoDOT website for 14 calendar days. Please allow
an additional 3 to 7 days for MoDOT review and
advertisement.

6. Local Agency Address – Enter your
organizations mailing address

7. Local Contact Name – Enter local
agency contact person consultants should
call with any questions about the project.

8. “Title” – This is the job title of the local
agency contact person
Step 2 – Complete Solicitation Table

1. “City/County, Route” – Enter the name of
your Local Agency and the route or location
of the work to be completed.

2. Federal Aid Number – This is the unique
Federal Project Number assigned by
MoDOT (ex. STP-9999 (999) or SRTS-INFH000 (000) ect..)

3. Location – Enter the project location
including City, County, Route/street, and
project limits. Your engineering contract will
be limited by these construction
boundaries. Therefore, you need to use
the largest limits possible. (add example of
how project limits can limit your flexibility)

4. “Proposed Improvement” – This should
be a brief description of the project. You
may use the description from the
application.

5. “Length” – Approximate length of the
proposed improvement from beginning to
end of project in miles.
6. “Approximate Construction Cost” – This
should be an estimated construction cost of
the proposed improvement. (ref EPG) If
needed, you may contact your MoDOT
Contact for assistance.
7. “DBE Goal Determination” – This
percentage will be provided by MoDOT
District Staff.
8. “Consultant Services Required” - This is
where you will identify all of the potential
services that will be needed to deliver the
project. If a service needed is not identified
here, you will not be able to include that
service in the engineering contract in any
way. Example scopes for different projects
are provided ….

9. “Other Comments” – This is where you
can let the potential consultants know of any
special circumstances that may present a
challenge that needs to be overcome to
deliver the project. You may also ask the
consultant how they anticipate overcoming
these obstacles and/or ask them for
references to projects with similar difficulties
to follow up with the owner to see how they
say the consultant performed.
10. Contact – Enter local agency contact
information for the person consultants
should call with any questions about the
project.
11. Deadline - This is the deadline date for
consultants to respond to the advertisement.
This will be the same date as indicated in
the RFQ letter.

12. Submit – This is where you will identify
the number of pages (as you did in the RFQ
letter) and the number of statements of
qualifications packets you need from
consultants for the selection team.
13. Selection Criteria – You are required to
inform the consultants of what criteria you
will use to evaluate their proposals. You will
need to decide how many points you would
like to assign to each of these 3 criteria and
enter them. If additional criteria is desired,
you may add them to this section. This will
require MoDOT approval before
advertisement.
Step 3 – Submit to MoDOT
 - Now that we’ve complete the RFQ, You will submit it to your
MoDOT contact for approval.
 - MoDOT will work with you to make revisions if needed.
 - You will be informed by e-mail of the advertisement date as soon
as the document is posted to the MoDOT website.
