GRANT DISBURSEMENT MECHANISMS WITHIN THE NEW GRANT REGULATIONS
A. INEFFICIENT AND INEFFECTIVE USE OF SKILLS LEVY
• Defining and containing administrative costs:
– SETAs using proportion of DG funds for admin
– Regulation 2 (1) Limitation of admin costs of SETA to 10.5% of total levies paid.
•
Excessive surplus and carry over
– 2012-2013 Grant Allocation Awards must be committed through signed MoAs as at end of
financial year.
– Regulation 3(11) …SETA must have spent or committed (contracts) 95% of DG available by 31
March of each year and carry over to next FY maximum of 5% uncommitted funds
– Regulation 3 (12) . The remaining surplus of DG funds must be paid by SETA by 1 October of
each year into NSF fund.
2012-2013 Tranches: ( 40% Tranche 1, 40% Tranche 2 and 20% Completion)
– Tranche 1 payable by 30 July 2013 upon submission of learner schedule and certified ID copies
to the Regional Office for validation.
– Tranche 2 payable by 30 October 2013
– Tranche 3 payable by 31 March 2014. 2012-2013 MoAs will then terminate and renewable on
a submission of a written motivation to the Regional Office with set timelines for completion
of projects.

ALLOCATION OF DISCRETIONARY GRANTS
The CHIETA draft Discretionary Grants Policy sets out:
• How PIVOTAL programmes can be delivered through public E & T
providers
• Indicates the purpose of Mandatory and Discretionary Grants
• The programmes CHIETA intends to fund and limitation on admin and
project costs
• Key is the discretionary grants will be spent on scarce and critical skills
• 80% of discretionary funds shall be allocated to PIVOTAL programmes
• 20% of discretionary funds shall be allocated to NON PIVOTAL programmes
as per SSP
• Allocation shall be made by the CHIETA for Strategic Projects and other
funding schemes such as Voucher.
• Criteria is set and learning programmes ad skills programmes agreement
are prescribed in the policy and the award letters.
• Disbursement tranches have been revised :
• 40% Tranche 1
• 40% Tranche 2 and
• 20% Tranche 3
• Short learning programmes ( 50% Tranche 1 and 50% Tranche 2)

DEFINITIONS
‘PIVOTAL is an acronym’ which means professional, vocational, technical
and academic learning programmes that result in qualifications or part
qualifications on the National Qualifications Framework as contemplated in
regulation 3(6) and (7) as read with regulation 6(11) to (15);
‘surplus’ means a favourable residual balance in the statement of financial
performance for the financial year ending on 31 March less current liabilities
and commitments to training of learners in programmes funded from
discretionary funds; ‘commitments’ in this context mean that contractual
obligations exist at the end of the financial year that will oblige the SETA to
make a payment or payments in the ensuing year; a ‘contractual obligation’
means there is an agreement (written) with specific terms between a SETA and
a third party whereby the third party undertakes to perform something in
relation to a discretionary project for which a SETA will be obliged to make
payment against the discretionary grant;

DEFINITIONS
‘structured workplace learning’ means the component of learning in
an occupational qualification, an internship, or work placement for
professional designation whereby a learner is mentored by a qualified,
and where required, registered mentor in the application and integration
of the knowledge and practical skills learnt, under supervision, in the
actual context of a workplace in accordance with the prescripts set by
the relevant qualification authority or professional body;
‘work integrated learning’ is an umbrella term to describe curricular,
pedagogic and assessment practices, across a range of academic
disciplines that integrate formal learning and workplace concerns,
which culminates in a qualification or part qualification and can include
practical's, professional practice, internships, workplace experience,
industry-based learning, cooperative education, service learning, real
work learning, placements, experiential learning, clinical placements;
and

ALLOCATION OF MANDATORY GRANTS

Application for mandatory grants by the levy paying employer must be
submitted to the CHIETA by 15 June 2013 as per source data approach.
Before making payments, CHIETA shall evaluate and approve WSP and
ATR in accordance with an approved criteria.
With effect from 1 April 2014, an application for mandatory grant must be
submitted by 30 April each year
20% of total levies paid by the employer during each financial year will be
paid to the employer who submits WSP and ATR to the CHIETA
•
If the levy paying employer does not claim mandatory grant by 30 June ,
CHIETA will transfer the levy paying employer’s unclaimed mandatory
grants to the discretionary funds by 15 Aug of each year
•
Mandatory grants shall be paid by the CHIETA quarterly every year.
•
Extension will granted on condition that Step 1 of the WSP process has
been completed by the levy paying employer. The extension is subject to
approval by the ACEO of the CHIETA.
CHIETA will conduct 10% sample (site visit) to validate the WSP data
•

detailed as last year
• Required lot less technical support than last year
