Key National Developments & CHIETA Update Regional Skills Forum 18 February 2014 Western Cape – River Club Observatory OUTLINE Key National Developments: White Paper on Post School E & T DHET FET Collaboration Projects CHIETA Update: New Partnership Projects: Matric Learner Incubation Programme (DHET) The CHIETA-UIF Artisan Development Project WHITE PAPER ON POST SCHOOL E & T SEVEN (7) PRIMARY STRATEGIC/ FOCAL AREAS COLLEGE SYSTEM UNIVERSITIES PRIVATE EDUCATION PROVISION ADDRESSING DISABILITY OPENING LEARNING THROGH DIVERSE MODELS OF PROVISION LINKING EDUCATION TO WORKPLACE NQF AND QUALITY COUNCILS 1. COLLEGE SYSTEM • Strengthening and expanding TVET colleges to become institutions of choice for large population of school leavers and quality education institutions. Increasing access so that TVET’s become corner stone of SA skills development system. Headcount to increase from 650 000 in 2013 to 1 000 000 in 2015 and 2 500 000 in 2030. Programmes and qualifications in TVET’s to be reviewed and rationalised. Strengthening college capacity in management / governance, quality of teaching, responsiveness to labour market imperatives, student support services, infrastructure development and lecturer development. Strengthen partnerships with employers at individual and system level for WIL related opportunities / partnerships and SETA’s to facilitate links between colleges and employers Curriculums that respond to market needs (DSAP) and SETA input on specific developmental goals. Establishment of community colleges to cater for youth and adults who did not complete schooling All public colleges function under SAQA/NQF and mandate of agricultural colleges to DHET Establish SA Institute for vocational and continuing education and training (SAIVCET) to provide relevant and integrated support. 2. UNIVERSITIES Promoting improvement of quality and building appropriate diversity Improve articulation between HET’s, universities and post-school institutions. Diverse university sector that is purposefully differentiated. Improved student performance and throughput rates Access rate for designated groups. Free education for the poor in SA universities (NSFAS SETA Partnership) Increased research and innovation output Retention framework for academics. Establish National Institute for Humanitarian / social science to stimulate post-graduate research – (CHIETA REAL Partnership – Wits) Forge stronger relations with employers and TVET’s. 3. PRIVATE EDUCATION PROVISION Available data on private post-school institutions is inaccurate / incomplete / scattered and DHET will make concerted effort to co-ordinate, centralise and extend data collection. Combination of this data with that of Quality councils will give us a better idea of the extent / quality of private providers. Main thrust however is the public sector education and training system. 4. ADDRESSING DISABILITY DHET to develop a policy framework to guide improvement of access to and success in post school education for people with disabilities. Policy adjustments in institutional context and targeted institutional plans to address disability Norms and standards to integrate students with disabilities in all aspects of university / college life. Greater awareness of needs of students and staff with disabilities. Specific focus on women with disabilities and disabled students from poor families. Monitor throughput rate of students with disabilities. Focussed work based opportunities DHET will build own internal capacity to address disability in post school system including information management, research and policy development. 5. OPENING LEARNING THROGH DIVERSE MODELS OF PROVISION DHET to create post-school distance education landscape based on open learning principles Network of education providers supported by learning support centres and connectivity for students. Increased emphasis on independent study in preparation for life-long learning. Universities to be encouraged to expand this learning Also to start introducing in TVET’s. Expansion of equitable access to ICT resources 6. LINKING EDUCATION TO WORKPLACE • Close co-operation between employers and training providers on curriculum • Re-establishing a good artisan system • Expansion of other forms of workplace learning i.e. learnership and internship in non-artisan related fields. • Role of SETAs and NSF simplified • SETAs focus on skills development in existing enterprises and skills pipeline for workplace. • NSF responsible for skills development intervention, alignment to National Development Strategy such as youth, small businesses, co-ops and rural development • Controlled skills planning system. • Focus on SETA mandatory grant will be exclusively on gathering accurate data on sector skills needs • Companies to submit a comprehensive document annually on current levels, experience and qualifications of employees, all training that is taking place and skill priorities and gaps for short and medium term • SETA discretionary grant to fund training for existing workers and potential new entrants into labour market • Restructured and re-focussed NSA to concentrate on monitoring and evaluation of SETAs 7. NQF AND QUALITY COUNCILS Existing structures remain largely unchanged Individual Councils to have greater flexibility on quality assurance of NQF levels SAQA to provide articulation between 3 sub frameworks and endeavour to assure that institutions avoid unfair and irrational barriers to acceptance and credit transfers Quality Councils to utilise external assessments to reveal poor performance (except universities who have their own assessment framework) Quality Councils to investigate institutions where learners consistently perform poorly and institute appropriate remedial or capacity building measures. DHET FET COLLABORATION PROJECTS DHET FET COLLABORATION PROJECTS • FET Infrastructure Project: building of 12 new FET Colleges • False Bay FET College /Swartklip SETA Project: DHET & Dept of Human Settlements • FET Collaboration Project – Free State • Launching of a Decade of an Artisan at Ekhurhleni East FET College – Springs • DHET Opened Offices Project – SETAs opening Offices in Public FET Colleges NEW CHIETA PARTNERSHIP PROJECTS CHIETA-DHET MATRIC INCUBATION PROGRAMME – 2013 (Target: 250 Matriculants ) Admission Requirements: Grade 12 Maths and Science, Pass mark of 50% and above. Available Funding Window Programmes : Learnerships and Apprenticeships. Application Process: CHIETA DG Electronic Application Process. The system is live and open to employers only. Closing date of grant application: 21 Feb 2014. Recruitment : Employer recruits and selects the learner. (Employer Criteria). Learner Allowance: Yes – 12 months as per Sectoral Determination. Grant Levels: Normal CHIETA Grant Levels for Learnerships/Apprenticeships. NEW CHIETA PARTNERSHIP PROJECTS CHIETA-DHET MATRIC INCUBATION PROGRAMME – 2013 Admission Requirements: Grade 12 Maths and Science, Pass mark of 50% and above. Available Funding Window Programmes : Learnerships and Apprenticeships. Application Process: CHIETA DG Electronic Application Process. The system is live and open to employers only. CHIETA-UIF ARTISAN DEVELOPMENT PROJECT Partnership between CHIETA and Unemployment Insurance Fund – Target 1500 Learners Admission Requirements: 70% UIF Contributors and 30% Non-UIF Contributors ( 50/50) Available Funding Window Programmes : Artisan Learnerships and Apprenticeships. Application Process: CHIETA DG Electronic Application Process. The system will open in March 2014 subject to Board Approval. Communication to be sent to all stakeholders. Recruitment : Employer recruits and selects the learner from Siyaya Database (UIF) – 70% and 30% Employer Recruitment and Selection Criteria but register learners as Work Seekers (DoL) Learner Allowance: Yes – Guaranteed Grant Funding for the duration of apprenticeships.
