PROJECT DESCRIPTION
The Cuyahoga County Comprehensive Partnership for Tobacco
Reduction (CCCPTR or “The Partnership”), under the leadership
of the Cuyahoga County Board of Health (CCBH), has been
diligently working to reduce the burden of tobacco use in Cuyahoga
County since 2001. In order to provide a comprehensive tobacco
control program we have applied a multiple-level strategy over the
past three years. The program activities have been divided into
three (3) levels:

ADULT CESSATION
SHOUT TEAMS
SHOUT teams are comprised of local students who plan tobacco reduction and advocacy activities in their
school and community with the support of an adult advisor and a
Case graduate student acting as a mentor. There are currently 16
teams in a diverse set of local High School & Middle Schools.
Since the start of the Partnership in 2001, 712
adults have enrolled in the cessation programs
offered by hospitals, businesses, and a number of local nonprofit
organizations. Freedom from Smoking® (FFS) is an eight week
program developed by the American Lung Association and is used
in all adult cessation programs offered through the Partnership.
COMPLIENCE CHECKS
YOUTH CESSATION
The Off (Officially Free From) Nicotine
program is a cessation program tailored to teens utilizing
evidence-based components and innovations in a highly personalized and flexible approach. The program is available to
Cuyahoga County schools & community groups at no charge.
YOUTH
SURVEILLIANCE
Starting in 2001, the Partnership has coordinated
annual tobacco law compliance checks. Local teens under 18 work
with Partnership representatives to perform random tobacco buying
operations. Underage sales are documented and the results are
shared with both city officials and the selected establishments.
ADULT SURVEILLANCE
The Partnership Youth Tobacco Survey is a cross-sectional schoolbased surveillance instrument that provides information regarding
tobacco use among adolescents in Cuyahoga County. The survey
also guides programmatic efforts and is completed by High School
and Middle School students on alternating years.

Since 2001, 1200-1500 C.C. residents answer an annual
telephone survey conducted by ORC Macro. The survey
collects trend data on tobacco use, awareness, attitudes,
and tobacco related health outcomes. The data is also used
to identify geographic areas most in need of programming.
OHIO QUIT-LINE
From November 2004 to January 2006,
the Ohio Quit-Line has received 48,271 calls from Ohio’s 88
counties. Cuyahoga County produced the most calls during this
time with 6,486, second was Franklin with 4,245. These numbers
are partially reflective of population size.
