LINKS: Local Involvement networks Presentation by Anne Mattock Chair of Torbay Links Welcome Moving to Healthwatch Progress to date The future NHS REFORMS Changing Landscape ‘No decision about me without me’ patients at the heart of the NHS Focus on results for patients, not targets Less bureaucracy, more control for front line staff More choice for patients over services and treatment To Make this Happen NHS REFORM PROPOSES THAT ‘We will put patients at the heart of the NHS, through an information revolution and greater choice and control.’ ‘We will build on the current role of LINks by turning them into local HealthWatch – a ‘citizens’ advice bureau’ for health and social care.’ Local Authorities will commission Healthwatch to become a local consumer champion across Health and Social Care ensuring increased choice and a stronger patient voice Differences LINKS HealthWatch Influence Local Services Focus on Community Voices Local Voice Enter and View Participate in Decision Making Advocacy and Information for Individuals as well(2012/13) Local & National Voice Enter & View HealthWatch England What do we know about HealthWatch already ? Government committed to LINk concept LINKs - HealthWatch Roll out as of April 2012 (postponed Oct 2012) LINks to transform into local HealthWatch – no abolition. Local HealthWatch to have additional powers and keep LINks’ role. Stronger relationship with Care Quality Commission, with a new national body HealthWatch England Join up existing patient and public engagement activity. What we know already (cont’d) HealthWatch gather patients’ views and make recommendations to improve services be funded by and be accountable to local authorities source of intelligence for HealthWatch England – report concerns about services to CQC and HWE have a place on new local Health and Well Being board Become a statutory organisation Advisory Board established to advise the HealthWatch Programme Board and keep up the momentum and focus on the implementation of the programme (SW Rep) HealthWatch England New independent body at Care Quality Commission (CQC) to provide leadership and support to local HealthWatch. Can recommend CQC investigations of poor services based on information from local HealthWatch.
