The Proposal
Austria responded to the Council’s Conclusions on Joint Programming
(CD 16755/08) by
 Initiating a discussion process among Austrian policy-makers,
experts and stakeholders, which resulted in two thematic
proposals (‘City of the Future’, ‘Climate Change’)

Organising workshops with member countries which took place
7./8.9. in Brussels to discuss these thematic proposals

In the case of the topic ‘City of the Future’, representatives from
AUT, ESP, FIN, FRA, ITA, NLD, NOR, and SWE participated
actively

The (intermediate) results of these steps are presented
subsequently. In our view, they have substantially contributed to
enhanced elaboration of the topical matters as well as consensbuilding among the participants about the importance and the
substance of the proposed topic.
The Motivation - Problems
 Cities are facing a set of problems which influence the
„liveability“ (quality of life) in cities
- Demographic change: Ageing, Conflicts between
generations, Integration of minorities
- Resources: sustainable energy provision and waste
management
- Traffic: congestion - social, economic and environmental
costs (and benefits!) of car-based traffic
The Motivation - Potentials
 Cities provide specific potentials which can be
exploited to provide generic solutions for fundamental
problems
- Innovativeness: Cities as hubs of invention and innovation
- Cities as test beds for generic (societal and technological)
solutions
- Cities as lead markets for innovation
- Cities as ground for large scale applications
- Specific European dimension: “uniqueness” of the European
city, specific urban patterns and policy environment and
heritage
The Vision

The City of the Future as „sustainable city“: The vision is an
ecologically healthy city („eco-city“) which minimizes its ecological
footprint by optimizing its use of resources

Dimensions of an eco-city:
- Urban morphology: urban density, eco-construction, eco-renovation
- Resource management and treatment: efficient use of resources,
new water management concepts, use of waste as energy source …
- E-mobility: efficient traffic systems, traffic management systems, ecommuting, …
- Communications: digital services, Internet of Things, …
- Social Policy: Inclusive approaches, tele-medicine, ambient assisted
living, gender issues, integration policies, …
The Approach

In tackling the developments towards a ‘City of the Future’, one
necessarily has to take a systemic and interdisciplinary
perspective in combining technological and societal perspectives
and striving for technological and societal innovation

In tackling these developments, one can build on recent and
current initiatives, e.g.:
- the initiative under the German presidency, which resulted in the
‘Leipzig Charter on Sustainable European Cities’ (May 2007)
- the ERA-NET ‘urban-net’, started in the 6th FP, which identified
research areas, and took stock of and exchanged existing knowledge
- Existing ‘model-cities/districts’, e.g. Stockholm, Tübingen, Freiburg,
Barcelona (‘eco-cities’), Amsterdam (modal split), Vienna (waste
management, eco-renovation), London (congestion pricing),
Mannheim (smart grids), Paris (rental e-mobiles), Lübeck (waste
water treatment)
