Order more from the Testing Office if needed. Time Limit Policies & Procedures • Each student is allowed four hours to complete the test • Time starts after the test administrator has read all of the directions and tells students: “…you may begin” or “You may now put on your headphones” • Test administrators must communicate orally or in writing the amount of time left to test (one hour intervals then smaller increments) • Students with Extended Time as an accommodation must start testing as soon as possible • Late students must test if there is enough time left in the school day • Breaks are allowed but the clock does not stop • Time stops only for: • • • • Meals Emergencies Consolidation Nurse breaks Allowable Procedures & Materials The following test procedures and materials are NOT accommodations. They may be provided based on individual student need. It is not necessary to indicate the use of these on a student answer document. • Signing or translating test administration directions • Reading aloud or signing the writing prompt upon request • Minimize distractions • Small group or individual administrations • Remind students to stay on task • Scratch paper (must be collected) • Colored overlays • Blank place markers Page 13 Manual • Highlighters Page O-12 DCCM CTC Responsibilities • You are the contact person for all test-related communications at your campus • You are responsible for the planning, training and execution of testing • You are required to read and be familiar with all manuals • You are responsible for test security of materials • You must supervise and actively monitor testing • You must report testing irregularities and violations immediately to the DTC • You are responsible for supervising the verification of precoded test materials by campus personnel • You are responsible for the accounting of all test material and for the accurate completion of all answer documents CTC Responsibilities • Attend test coordinator trainings and train campus test administrators • Receive, manage and secure testing materials • Prepare answer documents for testing, this includes checking that the student’s data is current • Coordinate all campus testing logistics • Establish and monitor testing procedures to ensure test security • Verify appropriate score codes, test taken information codes, testing accommodations codes, and all other coding is correct on answer documents • Prepare and return all testing materials to the testing office • Manage the TAMS system on the campus for online testing • Prepare statements if necessary Test Administrator Responsibilities • • • • • • • • • Read the Test Administrator Manual Attend training conducted by your campus test coordinator Receive secure testing materials from your campus test coordinator Observe all rules regarding test security and confidential integrity of the state testing system Read “Guide to the Test Administration Directions” prior to administering any state assessment Administer the tests in strict compliance with the directions in the Test Administrator Manual Supervise and actively monitor students during testing Do not provide any unauthorized assistance to students during testing Do not view the test, discuss the test, or score a student test either before, during, or after testing Test Administrator Responsibilities • Complete answer documents in accordance with the manual • Return all testing materials to the campus test coordinator (CTC) immediately after students finish testing • Accurately and completely fill out all required documentation for testing • Assist the CTC for on-line administrations as needed • Report testing irregularities and security violations immediately to the CTC • Prepare statements for submission to CTC if you are involved in a testing irregularity or test security violation Test Administrator Oath The bottom box of the oath is to be signed for individuals who are authorized to conduct a test administration that involves viewing secure state assessments to include (but not limited to) • oral administrations • transcribing • STAAR A administrations Must be initialed, signed and dated PRIOR to test administration Campus Procedures Add specific campus procedures. Remember to address: Material sign out/in Breakfast/Lunch Testing Environment (clocks, covering instructional material) Active Monitoring Extended Testing/Consolidation Handling problem students Illness Attendance/Late Arrivals Monitors Relief TAs Emergencies Add slides as needed Accommodations Refer to the 2015 State Assessment Reference Guide for allowable accommodations, eligibility, examples/types and special instructions When training test administrators for oral administrations they must also review pages 145-154 (3-5 Manual)/129-137 (6-8 Manual) AccommodationsOral Administration Test administrators should NEVER read the reading passages. FULL and PART oral cannot be in the same testing room FULL • all questions and answer choices • A student’s IEP/IAP may have assigned the option to “change” level of support during the test • Students who are able to “change” level of support based on documentation in IEP/IAP can go back and forth • Test administrator receives a test booklet (there are no form numbers on retest booklets) PART • Questions, answer choices, words or phrases • Students cannot change from “PART” to “ALL” • Test administrator reads over the student’s shoulder Items Containing Boxed Information All parts of the question and answer choice may be read aloud. Setting Up Online Tests You must build a test session for each campus! Click on the New Session button Session Name should start with the home campus name Select the type of test • Enter the session details • Click SAVE after entering information • Your session should then appear in the Manage Test Sessions screen Assigning Online TA Access in TAMS Click on Administrative Management link then on View User Accounts Click on New User You can assign your TA as an Online Test Administrator in TAMS. This will give them the ability to: • START and STOP sessions • RESUME students • PRINT Student Authorization forms Assigning Online TA Access in TAMS Fill in the required information. User ID must be the TAs entire email address. Select the user role and campus. Click SAVE. Online Testing Print Student Authorizations From the Session Details screen: • click on the Authorizations button • Click on the “▼” and select Detail View • Student authorizations will export as a print friendly PDF Online Testing Starting & Stopping Sessions You must START a test session in order for students to access the test After all students in the session are in “Complete” status and the CTC has added accommodations for each student, you must STOP the session Online Testing Student Status • When students are in EXIT status, you must RESUME them before they can log back in. • Press the box next to the student’s name and press “Resume Test”. Online Testing Add Student Accommodations On the Session Details screen click on the student You will then be able to add accommodations once the student has submitted their test Online Testing • Online tests are accessed in TestNav by using the URL address • Students will use the student authorization forms to log in to the test • Student Authorizations are secure documents and must be shredded • Students must still adhere to the four hour time limit (unless they have the Extra Time assigned to them as an accommodation) Online Testing Each student must have headphones/ear buds for online testing. If your summer site does not have enough for each student, please contact the Testing Office. Online Testing • Use Internet Explorer to log in to TestNav • When logging in to the computer (CTRL ALT DELETE screen), use the “tester” log in information then click on the TestNav icon • Ensure the volume is turned on before logging in to TestNav • When a student is in EXIT status you must RESUME them in order for them to log back in • Accommodations cannot be added until the student is in the COMPLETE status Remember to START the session on the day of the test! STAAR A Reminders • Students independently control the text to speech feature • TAs can read the “pop-ups” and “rollovers” on questions and answers to any student who requests it unless it is in the reading passages • TAs can re-read directions for STAAR A at any time • TAs can read aloud information in the Help Tool for students who request it • Students may receive other Type 1 accommodations or allowable materials The Binder & Documentation Retention Documents required to maintain for a period of five years following a test administration: • Documents required to be scanned and emailed to the testing office: signed security oaths for all testing personnel • Training Sign In Sheets • seating charts • Materials Control Form • investigation and documentation of testing irregularities • Seating Charts • “O” Score Code Form • material control logs • material inventory from vendor Use Required Documentation Checklist to build your binder (testing office will retain SSI binder) Rename your scan (campus-June Retest 2015 ) before sending to [email protected] START TIME for class is after the directions have been read Student Name, ID # and Test Booklet # MUST be filled out NO Form numbers for Retest Booklets STAAR or STAAR A STOP TIME for class is the stop time of the last student Each student should have their individual stop time indicated Only students who go to the nurse should have this start and stop time indicated Do NOT fill in Test Booklet Number for students testing online Preparing Materials for Return • Verify that no answer documents or scratch paper have inadvertently been left in test booklets • Verify that all test booklets and answer documents are accounted for (including blank answer documents) • Make sure that any transcribing that is required for special testing situations has been completed and documented on the answer document • Make sure the correct score code is marked on each answer document and test booklet number has been indicated • Verify that student information, test taken information, and accommodations coding on answer documents is accurate Return and Check In • Test booklets must be face up, in numerical order with the lowest number on top of the box – largest on the bottom (you do not have to separate booklets by campus) • Answer documents must be in alphabetical order and SPEARATED by CAMPUS • Ensure your counts are accurate • Use separate boxes for answer documents and test booklets • “O” Coded and “A” Coded answer documents on top of the bundle and under one Class ID sheet (green) • VOIDS under Voided Document Identification Sheet Campus & Class Identification Sheets Each home campus must have one Campus ID sheet (pink) and at least one Class ID Sheet (green) 5th Reading 8th Reading Place one band around each bundle and label the band with the home campus name Answer Docs must be separated by home campus Leading zero’s required (this number should total the number that is indicated on all of the green Class ID sheet) Information must be filled out and bubbled in for each subject test Ensure accurate counts!! Place one pink sheet on top of class ID sheet (green) per home campus Fill in information in items 1, 2, and 3 Leading zero’s are required No more than 100 answer sheets under a class ID sheet Ensure accurate counts!! Voids Fill out all information CountyDistrict Number 015-907 Each home campus should have their own VOID stack • You must write VOID (in pencil) on any precoded answer document that was not used • VOID answer documents for any student who took STAAR A • VOID answer documents if a student is a first year asylee/refugee • VOID answer documents for withdrawn students • VOID damaged answer documents • The band should list VOIDS on the Test Subject line General Security Information The following govern test security Texas Education Code (TEC) Chapter 39, Subchapter B Texas Administrative Code (TAC) 19 Subchapter 101, Assessment Family Educational Rights and Privacy Act of 1974 (FERPA) Texas Penal Code 37.10 - Tampering Penalties for Prohibited Conduct • Placement of restrictions on the issuance, renewal, or holding of a Texas educator certificate, either indefinitely or for a set term • Issuance of an inscribed or non-inscribed reprimand • Suspension of a Texas educator certificate for a set term • Revocation or cancellation of a Texas educator certificate without opportunity for reapplication for a set term or permanently • Release or disclosure of confidential test content is a Class C misdemeanor and could result in criminal prosecution under TEC ξ39.0303, Section 552.352 of the Texas Government Code, and Section 37.10 of the Texas Penal Code. Security Oaths • • TEA requires that everyone be trained and sign a security oath before handling secure testing materials or participating in the administration of a state test Authorization to View Secure Materials (must sign bottom box of oath prior to testing) These include but not limited to: • Individuals who will provide an oral administration • Individuals who will transcribing • STAAR A test administrators Security and Confidentiality Account for all secure materials before, during, and after each test administration (including Student Authorizations) Protect the contents of all tests booklets and student answer documents No person may view, reveal, or discuss the contents of a test or answer document unless specifically instructed to do so by the procedures in the test administrator manuals and the bottom portion of the oath has been signed Active Monitoring Monitoring during test administrations is the responsibility of the test administrator, the campus test coordinator and administrators. What is NOT active monitoring? Anything that takes the test administrator’s attention away from the students during testing. Examples include: Working on the computer or checking email Reading a book, magazine, or newspaper Grading papers or working on lesson plans Leaving the room without a trained substitute test administrator in the room Leaving students unattended during meals or breaks Paraprofessionals Paraprofessionals must complete a district noncertified personnel testing oath • CANNOT be used as test administrators • CANNOT relieve test administrators for breaks • CAN be used to take students to lunch without being with a test administrator • CAN be used as hallway or restroom monitors – cannot be working on anything while monitoring hallways or restroom Testing Irregularities Incidents resulting in a deviation from documented testing procedures are defined as testing irregularities Procedural Examples Serious Examples Improper accounting for secure materials Directly or indirectly assisting students with responses to test questions Eligibility Error Tampering with student responses Monitoring Error Viewing secure content IEP Implementation Issue Discussing test content, student responses or student performance Procedural Error Formally or informally scoring student tests Duplicating or recording test content Reporting & Documentation If you become aware of any irregularities, contact the DTC immediately with the who, when, where, what and why. If the irregularity is deemed an incident the following is required: Incident report including a plan of action (local form) Signed statement(s) from individual(s) involved (typed, printed and signed name and dated) Statements should not include names of student The local disciplinary referral form used to report disciplinary actions taken against students for cheating, cell phone issues or disruptions Incident form and statements must be submitted to [email protected] by the end of the testing day that the incident occurred Plan of Action Questions? 554-2465 SAISD Testing Office
