Progress in implementing the Global Strategy
to improve agricultural and rural statistics
26 May 2014
Outline
• Reminder on the Global Strategy
• How far are we in the implementation?
26 May 2014
Why?
1) To address developing countries’ lack of capacity to
provide reliable statistical data on food and
agriculture
more reliable, timely data!
2) To provide a blueprint for long-term sustainable
agricultural statistical systems in developing countries
sustainability, ownership!
26 May 2014
What?
A comprehensive framework for improving the availability
and use of agricultural and rural data
3 Pillars:
• Produce a minimum set of core data
• Better integrate agric. statistics into National Statistical Systems
• Improve governance and statistical capacity building
26 May 2014
Who?
• The Global Strategy is an international partnership
• The Global Strategy is implemented through a
governance mechanism at different levels
• The programme is funded through a Global Trust Fund
managed by FAO and sponsored currently by DFID,
Gates Foundation and the Italian Cooperation

Where?
In up to 90 developing countries:
•
•
•
•
•
Africa (40)
Asia and the Pacific (20)
Latin America and the Caribbean (20)
Near East (5)
Commonwealth of Independent States (5)

Governance
• Global governance put in place and functioning
• Regional mechanisms functioning
• Action plan extended: 2012-2016 > 2012-2017
• Regional action plans:
– Africa and Asia-Pacific operational
– Regional action plans for LAC and CIS to be finalised
– Near East starting
26 May 2014
Funding
• Total budget: 84 M USD
• Total committed: 41 M USD, in negotiation with EU: 10 M
USD
• Global Trust Fund put in place and disbursements made to
regional implementing partners (UNECA, UNESCAP, AfDB, FAO
regional offices)
• Still 3 regions without funding: LAC, Near East, CIS

Implementation at global level
(1)
• Research component: progress made on several topics
for developing cost-effective methods in partnership
 Conceptual framework for Agricultural statistics , Integrated Survey
Framework; Master sampling frames
 Crops estimates, Post-harvest losses, Cost of production, Food Balance
sheets
 Small-scale fisheries
 Integration of geographic information, Use of remote sensing, Use of new
technologies
26 May 2014
Implementation at global level
(2)
• Guidelines and training material to be released soon:
 Guidelines:
 Agricultural Sectoral Strategies
 Nomadic livestock
 Use of GPS
 Classifications in agricultural statistics
 Access to micro-data
 Training material:
 Linkage between population and agricultural censuses
 Greenhouse Gas Emissions
 Integrated survey frameworks

Implementation at regional level
• Africa
• Asia and the Pacific
• Latin America and the
Caribbean
26 May 2014
Africa
•
•
•
•
•
Country assessments validated in 52 countries
In-depth country assessments almost finalized in 6 countries
Another set of countries in 2014
SPARS to be started in priority countries
Training: syllabus, curricula reviewed, support to statistical schools,
scolarships process started
26 May 2014
Asia and the Pacific
• 1st stage country assessments validated in 52 countries
• In-depth country assessments started in 4 countries, 4 other to follow
in 2014
• SPARS to be started in priority countries
• Training: 4 workshops at regional level already organized
26 May 2014
Latin America and the Caribbean
• Regional Governing bodies in place. However, not functioning
properly due to lack of funding.
• Regional Implementation Plan being developed and about to be
finalize.
• 1st stage country assessments in validation process in 14 countries.
• Regional Public Good Plan submitted to the IaDB in 2013 not selected
and re-submitted in 2014, pending outcome.
26 May 2014
Conclusion: what remains to be done?
•
Better dialogue, coordination mechanisms; better M&E and reporting
framework for a better overall GS implementation
•
Better communication on results and access to cost-effective methods
•
Furthering efforts for GS resource mobilization
•
Focusing better research priorities on urgent needs from countries
•
Promoting the role of the GS as a platform for better coordination of capacity
development initiatives in the field of agricultural statistics
•
Countries at the heart of the implementation and the key of success
