Use of International classifications in
Turkmenistan

National classification systems in Turkmenistan
National classification system of Turkmenistan includes:
1. Classifications that have a state status (approved by the National Service for
Standardization). Establishment and maintenance of these classifications
provided by the State Committee for Statistics of Turkmenistan.
2. Sectoral classifications, which are developed by national ministries and agencies
Establishment of these classifications is based on:
Decree on Statistics (2010)
State program on transition of the statistical system to international standards
approved by the decree of the President of Turkmenistan in 2010.

Classifications used in statistical practice
1. ISIC rev.1 – before 2003
2. NACE Rev .1 – since 2003
3. NACE Rev 1.1 – introduced into the business registers for transition to
NACE Rev.2
4. СРА 1996
5. ISCO 1988 - lack of the Russian translation of the classification does
not allow to introduce ISCO 2008 in 2012.
6. COICOP 1999
7. OKONKH – until end of 2012

Issues in development and implementation of the classifications
Issues encountered during the development and implementation of
international classifications in statistical practice:

Development of conversion keys from previously used to the newly
introduced classifications; conversion of dynamics, etc.;
Inaccuracy in translation, related to linguistic peculiarities or national
specifics, the absence in the national languages ​of many new concepts
and terms, used in international classifications;
Establishment of special structural divisions (departments, services)
engaged in classifications and specialist training;
Lack of prompt translation into Russian of the latest international
classifications or their revisions;
Problems associated with particular inconsistencies in the similar
international classifications.

Planning of introduction of the new versions
of international classifications
Since 1 January 2013 will be introduced:
1. NACE rev.2
2. CPA 2008
During 2013 the Ministries and departments of the country will introduce
modifications and additions to relevant regulations on the use of these
classifications.
