on City-wide Board from 1 April 2002 (to
remain in position for 2 years)
Advise on methods of tenant consultation
and take on role in this process
Work with regional housing staff to
develop Year 1 operational methods (form
of business plan, reports, etc.)

Activities:
Oversee performance of regional housing
team
Work with City-wide Board to design:
* mechanism to select Special subcommittee members;
* Year 2 option for local ALMO
management;
* Delegation agreement with City-wide
ALMO for Year 2;
* Local ALMO business plan;
* Ongoing roles of Tenants’ Associations,
Tenants’ Board, Community Committees,
People’s Forum, etc. in relation to ALMO
central & local structures and people.
POTENTIAL TRANSITION TO LOCAL BOARD
All Tenant Representatives on Area Housing Committee stand down
Tenants’ Assoc’s invited to propose 1 candidate each for election to their Local Board
Existing tenant members of Area Housing Committee may also stand (if not TA proposed)
Either all tenants in local area, or nominated representatives of each local Tenants’
Association vote in 5 of the candidates
Elected tenant representatives retire in rotation annually 1/2/2 (usual term 3 years)
Council elected members (local ward members) select 5 of their number to serve on Local
ALMO Board, to be re-selected annually, remainder stand down.
Area Housing Committee invites 5 prospective independent members to join Local Board,
once set up (one of whom should be current City-wide Board member).

housing offices

Negotiate extensions of delegation in future
year(s) with City-wide ALMO
Nominate 1 each of elected member, tenant
representative and independent Local Board
members to serve on City-wide Board
POTENTIAL TRANSITION from centrally-appointed City-wide Board to locallyrepresentative one
Local Boards select 1 representative of each type from their number to sit on City-wide
Board, at least one of whom must be an existing City-wide Board member
Whole City-wide Board retires (this year only), to be replaced by Local Boards’ nominees.
Subsequently City-wide Board members retire and offer themselves for re-selection (or not)
by their Local Board in rotation 5/5/5 (usual term 3 years)

DESIRED CITY-WIDE / LOCAL BOARD STRUCTURE ACHIEVED from 1/4/04 (Yr. 3)
IN SUBSEQUENT YEARS:
Local Boards may become fully-fledged subsidiary companies?
In that case, staff may transfer to their employment?
Local Boards may take on greater responsibilities (consistent with their constitutional status)
