協助非華語學童就讀本地主流學校 Helping NCS Students Integrate into Local Mainstream Schools 18 June 2013 1 重要訊息 Key Messages • 教育局鼓勵非華語學童在主流學校就讀，協助他們適 應本地教育體系和盡早融入社羣。 • Non-Chinese speaking (NCS) children are encouraged to study in mainstream schools in order to facilitate their adaptation to the local education system and integration into the community • 教育局就非華語學童的需要，為學校、學生及家長提 供一系列的支援措施 • EDB has been providing a series of support measures for schools, students and parents to cater for the needs of NCS students 2 最近三年非華語學童數目 Number of NCS students in the last 3 school years 10/11 11/12 12/13 K1 – K3# 11 192 11 570 12 324 P1 – P6* 7 237 7 703 7 945 S1 – S7* 5 236 6 373 6 919 # 所有就讀幼稚園及幼稚園暨幼兒中心(包括英基及國際學校)的非華語兒童 *包括公營及直資中、小學日校的非華語學生 # including all NCS children in KGs and KG-cum-Child Care Centres (including ESF & international KGs) * including NCS students in public sector and DSS primary and secondary day schools 3 《中國語文課程補充指引(非華語學生)》 Supplementary Guide to the Chinese Language Curriculum for NCS Students • 《補充指引》涵蓋四種課程設置模式 融入中文課堂 過渡銜接 特定目標學習 綜合運用 • 教師可因應非華語學生的學習需要，調適課程 • The Guide includes 4 curriculum modes: immersion in Chinese Language lessons bridging / transition specific learning purposes integration • Teachers may adapt the curriculum according to NCS students’ learning needs 4 評估工具 Assessment Tool 委託香港大學發展評估工具，協助教師了解非華 語學生的中文水平，以便設計有效的學習活動 三套評估工具已上載教育局網頁 ，印刷本已派發 給學校 • HKU has been commissioned to develop assessment tools to facilitate teachers’ understanding of their students’ Chinese standards so as to facilitate the design of effective learning activities • 3 sets of assessment tool have been uploaded to EDB website, printed copies have also been distributed to schools 5 涵蓋中小學課程的學習材料 Learning Materials Covering Both Primary and Secondary Levels • 經調適的學習材料，已上載至教育 局學校內聯網，網址為： https://cd.edb.gov.hk/chi/res ource/ • Adapted learning materials are uploaded to EDB school intranet website : https://cd.edb.gov.hk/chi/res ource/ 6 中英對照香港學校中文學習基礎字詞 Lexical Items with English Explanations for Fundamental Chinese Learning in Hong Kong Schools 7 • 針對非華語學生的中文教學參考資料 - 教師手冊 封面及目錄 教材套 教師手冊 • Reference Materials on Teaching of Chinese to NCS Students - Teacher's Manual Cover and Content Teaching Kit Teacher's Handbook 8 研究本地中小學支援非華語學童的良方 報告摘要 Executive Summary of the Report on the Study on Good Practices in Primary and Secondary Schools to Support NonChinese Speaking Students 9 修訂支援取錄非華語學生的學校的模式 Revised Mode of Support to Schools admitting NCS Student • 為了擴濶非華語家長的學校選擇，以及提升非華語學生學習中 文的效能，由2013/14學年開始修訂支援學校的模式 • 根據現行的津貼額，為取錄10名或以上非華語學生的公營學校 及提供本地課程的直資學校，提供30萬至60萬元的津貼 • 採用專為非華語學生發展的「中國語文校內評估工具」，為非 華語學生訂定具體的學習目標和教學策略。 • To provide NCS parents with more school choices and enhance the effectiveness of NCS students in learning the Chinese Language, we will revise the mode of support to schools from the 2013/14 school year • Based on the existing funding tiers, provide a grant ranging from $300,000 to $600,000 to all public sector schools and DSS schools offering a local curriculum admitting 10 or more NCS students • Adopt the “Chinese Language Assessment Tool” tailormade for NCS students to set learning targets and develop teaching strategies for their NCS students 多元模式專業支援 Various modes of professional support • 個別學校可因應需要申請參加教育局提供的多元模式 專業支援，例如 – 到校支援 – 提供顧問服務 – 透過我們成立的網絡分享經驗 • Individual schools may apply as necessary for joining the various modes of professional support provided by the EDB, e.g. – On-site support – Consultancy Services – Experience sharing through our support network 11 教師培訓 Training for Teachers 為教授非華語學生的中文教師開辦培訓課程， 建立學習網絡 教育局舉辦研討會、工作坊、分享會 委託專上院校舉辦有關課程 Training programmes and learning network for Chinese Language teachers teaching NCS students Seminars, workshops & sharings organised by the EDB Programmes commissioned to tertiary institutions 12 學習中文支援中心 Chinese Language Learning Support Centre 教育局委託大專院校營辦的「學習中文支援中心」： 為非華語學生提供課後支援 舉辦工作坊，支援教授非華語學生的教師 協助發展教學資源 Tertiary institution has been commissioned to operate the Chinese Language Learning Support Centre to: provide after-school support for NCS students organise workshops for teachers of NCS students assist in the development of teaching resources 13 課後中文延展學習計劃 Project of After-school Extended Chinese Learning 參與的學校為非華語學生推行多元模式的課後中文延展學習活 動，持份者均給予正面的回饋。 於2013/14學年繼續推行，並將其涵蓋範圍擴大至所有取錄 非華語學生的公營學校及提供本地課程的直資學校。 每所成功申請的學校獲提供每年5萬元至30萬元的撥款，為非 華語學生提供多元中文延展學習活動 All participating schools have put in place diverse modes of after-school extended Chinese learning activities for their NCS students, overall feedback is positive. Continue to implement the Project in the 2013/14 school year and expand the eligibility to cover all public sector and DSS schools offering local curriculum and admitting NCS students. Successful applicant schools are provided an annual funding in the range of $0.05 to $0.3 million, to put in place diversified extended Chinese learning programmes for NCS students. 14 其他中國語文科資歷 Alternative Chinese Language qualifications 2008年起，教資會資助的院校提供進一步的彈 性，在特定情況下接受聯招申請人的其他中國 語文科資歷，例如GCSE, IGCSE, GCE ASLevel及GCE A-Level。 Starting from 2008, the UGC-funded institutions provide further flexibility in accepting alternative Chinese Language qualifications, e.g. GCSE, IGCSE, GCE ASLevel & GCE A-Level, under specified circumstances under the JUPAS. 15 非本地中國語文科考試費資助 Examination Subsidy for non-local Chinese Language Examinations 由2010年開始資助非華語考生報考GCSE (Chi)，合資格 的學校考生的考試費與香港中學文憑考試中國語文科的考 試費水平相若 由2012/13學年開始，擴大考試費資助的安排，以涵蓋 IGCSE, GCE AS-Level及GCE A-Level的中文考試 Starting from 2010, eligible school candidates sitting for the GCSE (Chi) Examination are charged an examination fee on par with the HKDSE (Chi) Examination Starting from the 2012/13 school year, the examination subsidy coverage has been expanded to cover the IGCSE, GCE AS-Level & GCE A-Level Chinese Language Examinations 非本地中國語文科考試費資助 Examination Subsidy for non-local Chinese Language Examinations • 合資格的非華語學生如通過入息審查及符 合特定情況，可獲上述「資助考試費」的 全額或半額減免。 • Eligible NCS students passing the means test & meeting the specified circumstances may receive full or half remission of the abovementioned “Subsided examination fee” 17 啟動課程及適應課程 Initiation Programmes and Induction Programmes • • 為協助新來港非華語學童融入學校，教育局資助 啟動課程及適應課程，並為啟動課程畢業生安排 學位 EDB has been subsidising the operation of Initiation Programmes and Induction Programmes to help the newly-arrived NCS students to integrate into local schools, and Initiation Programme graduates will be offered placement assistance 18 暑期銜接課程 Summer Bridging Programme • 為非華語小一新生及升讀小二、小三及小四的非華語學 生舉辦不少於60小時的暑期銜接課程 • 由2013年起，優化有關課程，鼓勵非華語家長陪伴子 女參與，透過家校合作，一起支援非華語學生學習中文 • Summer Bridging Programme of no less than 60 hours for incoming NCS P1 entrants and NCS Students proceeding to P2, P3 and P4 • Starting from 2013, the Programme will be expanded to allow parents of participating NCS students to join.
