協助非華語學童就讀本地主流學校 Helping NCS Students Integrating into Local Mainstream Schools 17 June 2008 1 1 非華語學童教育服務 Education Services for NCS Students 2 06/07與 07/08 學年 就讀公營及直資中、小學日校 非華語學童數目 Number of NCS students in Public Sector and DSS Primary and Secondary Day Schools in 06/07 and 07/08 S Y Levels 2006/07 2007/08 P1 – P6 4503 5583 S1 – S7 2633 3272 Total 7136 8855 3 重要訊息 Key Messages 教育局鼓勵非華語學童在普通學校就讀，儘快適應本 港的學校制度及融入社會 Non-Chinese speaking children are encouraged to study in public sector schools so that they could integrate into the community as early as possible 本局就非華語學童常見的學習和適應需要，提供多項 教育服務支援學校、學生及家長 EDB has been providing various support services to schools, students and parents to cater for the common learning and adaptation needs of the NCS students 4 給予學校的支援服務 Support to Schools 5 落實加強有關的支援 Enhanced Measures being Implemented 在2007/08學年，分別有14所小學及5所中學成為指 定學校，加強為非華語學生提供校本支援服務 There are 14 primary & 5 secondary designated schools in the 2007/08 school year to enhance the development of School-based Chinese Language support 6 深入到校支援指定學校，協助制訂校本中文課程、 訂定教學策略、編修校本教材、設計學習活動與 評估，及共同備課等 Intensive on-site support for the designated schools to help develop school-based Chinese Language curricula, formulate teaching strategies, revise school-based teaching materials, design learning and assessment activities and conduct collaborative lesson planning, etc. 7 為學校提供「校本支援計劃津貼」等， 舉辦校本支援計劃，以配合學生的需要 Grants such as the School-based Support Scheme Grant are provided for schools to organize school-based support programmes to meet the needs of these students 8 特別津貼 Special Grant 一筆300,000元特別津貼將於08/09 學 年會轉為經常津貼分派給指定學校 Starting from 08/09 school year, special grant for designated schools, currently at $300,000 per school per annum, will become a recurrent grant. 9 委託大專院校營辦「學習中文支援中心」，提供 課後或假期輔導予較遲起步學中文的非華語學生 Tertiary institution has been commissioned to run Chinese Learning Support Centre(s) to support NCS students who have a late start in Chinese after school hours and during long holidays 10 大專院校為教導非華語學生的中文教師 開辦培訓課程 Tertiary institution has also been commissioned to run Training Programmes for Chinese language teachers in Primary Schools with NCS students 11 在本局協助下，指定學校可幫助累積和發展專業經 驗，成為這方面支柱，通過已成立的支援網絡，與 其他取錄非華語學童的學校分享經驗 With our assistance, designated schools will become the anchor point to develop expertise and accumulation of experience in the teaching and learning of NCS students with other schools through the support network formed. 12 其他配套及支援 Other Provision and Support 小學加強輔導教學計劃 全方位學生輔導服務 全校參與模式的融合教育計劃 Intensive Remedial Teaching Comprehensive Student Guidance Service Whole-school Approach to Integration Education 13 給予學童支援服務 Support to Students 14 為協助新來港非華語學童融入學校，教育局資助啟 動課程及適應課程，並為啟動課程畢業生安排學位 EDB has been subsidizing the operation of Initiation Programmes and Induction Programmes to help the newly-arrived NCS students to integrate into local schools; and Initiation Programme graduates will be offered placement assistance 15 暑假銜接課程 Summer Bridging Course 為非華語小一新生舉辦的四星期暑期銜接課程，擴展 至包括升讀小二、小三及小四 To extend the 4-week Summer Bridging Programme for incoming NCS P1 entrants to NCS students proceeding to P2, P3 and P4 16 大學聯招在特定情況下考慮接納其他中國語 文資歷 JUPAS to accept alternative Chinese Language qualifications under specified circumstances 17 為有特殊教育需要的非華語學童 提供支援 Support for NCS students with SEN 08/09 學年開始， (i)公營中學提供一項新的學習支援津貼 (ii)改善小學的新資助模式 Starting from 08/09 school year, (i) introduce a new Learning Support Grant to public-sector secondary schools (ii) enhance the New Funding Mode for primary schools 18 給予家長的支援服務 Support to Parents 19 推出「非華語家長資料套：香港教育指南」，讓非 華語家長進一步掌握香港教育的最新資訊 To publish the “Non-Chinese Speaking Parent Information Package : Your Guide to Education in Hong Kong” to help NCS parents better grasp the latest information on HK education 20 英文及中文版學校校內通告範本 School Circular Templates 為協助家長了解學校通告，學校及家長可往《非華語學童教育服 務》網頁下載中、英文學校通告範本 To assist schools in taking care of the NCS students and reduce the administrative work of schools, common bilingual school circular templates can be downloaded from the Education Services for NCS students webpage http://www.edb.gov.hk/index.aspx?langno=1&nodeID=4745 21 以英文及幾種主要的少數族裔語言編寫的資料 單張，軟複本可從教育局網頁下載、硬複本可 往各區域教育服務處索取 Information leaflets written in English and some major ethnic minority languages; soft copy can be downloaded from EDB’s webpage, and hard copy can be collected from REOs 22 用多種語言提供為非華語學童教育支援 服務最新情況匯報 Update on Education Support Services for NCS Students in different languages 23 《中國語文課程〈非華語學童〉補充指引》 Supplementary Guide to the Chinese Language Curriculum for NCS Students 旨在照顧非華語學童的需要，不會預設較低基準的 淺易課程 可於08/09學年，與其他支援措施在學校靈活推行 The Guide serves the needs of the NCS students, but without confining them to a simpler Chinese Language curriculum with pre-set lower benchmarks Together with other support measures, the Guide can be flexibly implemented in schools in the 08/09 school year 24 Thank You! 25
