interlinks the issues of energy, mobility, buildings and infrastructure.
In this, the following premises apply:

“Plan documents”
The zoning and development plans of the City of Vienna
are decided by the local council through regulations
which are presented as "Plan Documents”.
These plan documents consist of two parts,
a plan and a text, which define future uses and
the nature of the planned developments.
The plan documents are legally binding.

Expropriation
Building Code for Vienna (BO), Part 3
Through expropriation ownership rights or other rights
existing on foreign land, can be acquired or established,
respectively repealed on the own land.
The expropriation must only be carried out against compensation (note exceptions).
Precondition (Building Code for Vienna (BO), Part 3, § 38)
permitted only for the following purposes:
- Creation of public infrastructure and utility connections
- Execution of construction works or investments on land for public purposes
- Conservation, design or construction of accessibility of the green belt
- Preventing vacancy of single independent non-usable land acc to building law
- Development (planning and construction) of real estate acc to building law
