1. 2002年教育部依據「行政院挑戰2008年國家發展重
點計畫」補助研發「網路全民英檢」
2. 2002年8月赴美國進行「網路全民英檢NETPAW」研
發，德國英檢負責人Dr. Guenter Nold建議「網路
全民英檢」採用「歐洲共同語文參考架構」。
3. 2005年8月教育部行文行政院人事行政局等政府機關
及各級學校，教育部為推動英語教學，採用「歐
洲共同語文參考架構CEF」。
4. 2005年12月榮獲「歐洲理事會COE」授權中譯「歐
洲共同語文參考架構」，教育部專款補助。

5. 2006年10月教育部駐法國李蜀鄭組長來電，告知法
國教育部白樂桑華語總督學(Inspector General
Joel Bel Lassen)及歐洲理事會外語政策代表古方西
總督學(Inspector General Francis Goullier)希望來
台交流，與我們商討台法歐規華語檢測與教學合
作(CATPAW)。
6. 2007年2月26日~2007年3月3日白樂桑華語總督學與
古方西總督學來訪，教育部囑咐六天全程陪同。
白總督學告知有好幾個國家的教育部請他提供華
語課程。
7. 2007年3月23日教育部決議，請法國教育部提出相關
合作方案。

8. 2007年10月教育部再度邀請白樂桑華語總督學來台參加
本學會主辦之國際研討會，並商討「歐規華語檢測與
教學」合作。他提出將他在法國已有13萬使用者的華
語教材網路化，他特別希望利用艾爾公司及台大的
MyCT技術來研發。
9. 2008年6月至香港與白樂桑華語總督學再度交流，請白
總督學務必堅定繼續與台灣合作，他同意繼續合作。
10. 2008年7月與艾爾公司及台大代表至北京，向白總督學
展示三課MyCT網路口語華語檢測。後來個別與白總
督學會晤時，他表示將協助我們進行歐規華語檢測之
國際認證，但他也希望台灣加快研發速度。

11. 2008年7月北京語言大學出版社向本學會申請出版「歐
洲共同語文參考架構」簡體版，位於北京語言大學的
大陸國家漢語水平考試(HSK)中心王佶旻副主任也告
訴我們，她們計劃將HSK轉成歐規並進行國際認證。
12. 2008年8月法方代表Professor Zucker來台拜訪資策會及
商討在法國設立伺服器，並成功測試「網路全民英檢
NETPAW」口試檢測。
13. 2008年9月資策會決議積極合作推動「台法歐規網路華
語檢測與教學 CATPAW」
