Wolstraat 66/1 B-1000 Brussel Communiqué de presse du Parquet fédéral Persbericht van het Federaal Parket Press Release by the Federal Prosecutor’s Office Bruxelles, le 23 mars 2016 Brussel, 23 maart 2016 Brussels, March 23th, 2016 Dans le cadre de l’enquête ouverte à la suite des attentats de l’aéroport de Bruxelles National (Zaventem) et de la station de métro Maelbeek (Bruxelles), les premiers devoirs d’enquête ont permis de préciser les éléments suivants : 1. En ce qui concerne l‘attentat à l’aéroport de Bruxelles National Une première explosion a eu lieu le 22 mars 2016 à hauteur de la rangée 11 à 7h58’28’’ dans le hall des départs. Très rapidement, à 7h58’37’’, une seconde explosion a été déclenchée à hauteur de la rangée 2. Une photo montrant les trois suspects a été diffusée. L’auteur au milieu de la photo, qui est l’un des deux kamikazes, a été identifié grâce à ses empreintes. Il s’agit de Ibrahim EL BAKRAOUI, né à Bruxelles le 9 octobre 1986, de nationalité belge. Le second kamikaze, à gauche sur la photo, n’a pas encore été identifié. Le troisième suspect, vêtu d’une veste claire et portant un chapeau, est en fuite. Il a déposé un grand sac puis est parti avant les explosions. Son sac contenait la charge explosive la plus importante. Peu après l’arrivée du service de déminage de la Défense, ce sac a explosé en raison de la grande instabilité des explosifs. Aucune personne n’a heureusement été blessée, grâce au grand professionnalisme des intervenants . 1

Cette troisième personne, toujours non identifiée, est activement recherchée (voir l’avis de recherche sur www.police.be

) Après enquête, il est apparu qu’aucune arme de guerre ou de poing ayant pu appartenir aux auteurs n’a été trouvée à l’aéroport. Un chauffeur de taxi s’est présenté à la police pour déclarer avoir pris en charge trois personnes à Schaerbeek, 4 rue Max Roos. Une perquisition a été effectuée à cette adresse et a permis de découvrir 15kg d’explosif de type TATP, 150 litres d’acétone, 30 litres d’eau oxygénée, des détonateurs, une valise remplie de clous et de vis ainsi que du matériel destiné à confectionner des engins explosifs (bacs en plastique, ustensiles divers, ventilateurs, etc.). Deux autres perquisitions ont été effectuées rue max Roos et se sont révélées négatives. Dans une poubelle de la même rue, les enquêteurs ont trouvé un ordinateur contenant le testament de Ibrahim EL BAKRAOUI dans lequel il déclare être « dans la précipitation », « ne plus savoir quoi faire », « être recherché de partout », « ne plus être en sécurité » et que « si ils s’éternisent, ils risquent de terminer à côté de lui dans une cellule ». Une quatrième perquisition a été effectuée, toujours à Schaerbeek, hier dans la soirée. Une personne a été interpellée et est actuellement entendue par les enquêteurs. Une cinquième perquisition a aussi été faite à Haren où une personne a été interpellée, puis libérée après audition approfondie. 2. En ce qui concerne l‘attentat dans la station de métro Maelbeek à Bruxelles Le métro visé quittait la station Maelbeek, en direction de la station Arts-Lois. L’explosion s’est produite à l’intérieur de la deuxième rame, alors que celle-ci était toujours dans la station. Le kamikaze a été identifié par ses empreintes. Il s’agit de Khalid EL BAKRAOUI, frère de Ibrahim, né à Bruxelles le 12 janvier 1989, de nationalité belge. Les deux terroristes décédés avaient de lourds antécédents judiciaires non liés au terrorisme. Les investigations de police technique et scientifique en compagnie de nombreux experts sont toujours en cours sur les différentes scènes de crime et se poursuivront encore durant de nombreuses heures voire même plusieurs jours. 2

Dans l’intérêt de l’enquête, il n’est pas souhaitable de donner plus d’information actuellement. Le parquet fédéral comprend le besoin d’information, mais ne communique uniquement que des informations vérifiées et des informations qui ne peuvent pas nuire l’enquête. Nous déplorons actuellement 270 blessés et 31 victimes décédées. Ce chiffre risque malheureusement d’encore évoluer dans les heures et les jours à venir. Toutes nos pensées accompagnent les victimes et leurs familles en ces moments difficiles. *** In het kader van het dossier dat werd geopend ingevolge de aanslagen op de luchthaven van Brussel Nationaal te Zaventem en de metro van Brussel kunnen de volgende gegevens vrijgegeven worden: 1. Wat betreft de luchthaven Brussel nationaal Een eerste explosie vond plaats op 22 maart 2016, om 7h58'28" aan lijn 11 in de vertrekhal. Onmiddellijk daarna, om 7h58'37", was er een tweede explosie ter hoogte van lijn 2. Er werd een foto van de drie verdachten verspreid. De dader in het midden, zijnde een van de twee zelfmoordterroristen, kon geïdentificeerd worden aan de hand van zijn vingerafdrukken. Het gaat om EL BAKRAOUI Ibrahim, geboren te Brussel op 9 oktober 1986 van Belgische nationaliteit. De tweede zelfmoordterrorist, links op de foto, kon nog niet geïdentificeerd worden. De derde dader, met een bleke vest en een muts, nam de vlucht. Hij liet een grote zak achter en verliet de luchthaven voor de twee explosies. Achteraf bleek het om de zwaarste lading te gaan. Kort na aankomst van de ontmijningsdienst DOVO ontplofte de zak ingevolge de grote instabiliteit van de explosieven. Gelukkig werd hierbij niemand gewond, dankzij het professionalisme van de tussenkomende diensten. Deze derde, nog niet geïdentificeerde verdachte wordt nog steeds actief opgespoord. We verwijzen hiervoor naar het opsporingsbericht dat gisteren werd verspreid ( www.politie.be

). Na onderzoek bleek dat er in de vertrekhal geen oorlogswapens of handvuurwapens werden teruggevonden die konden toegeschreven worden aan de daders. Een taxichauffeur bood zich spontaan aan bij de politiediensten en verklaarde dat hij drie verdachte personen had opgepikt te Schaarbeek, Max Roosstraat 4. Er werd een huiszoeking uitgevoerd op dat adres, wat geleid heeft tot de ontdekking van 15kg 3

explosieven van het type TATP, 150 liter aceton, 30 liter zuurstofwater, ontstekingsmechanismen, een grote tas gevuld met vijzen en bouten evenals materiaal om bommen te maken (plastic bakken, diverse werktuigen, ventilators enz). Er werden nog twee andere huiszoekingen uitgevoerd in de Max Roos straat die evenwel negatief waren. In een vuilnisbak in dezelfde straat werd een laptop gevonden die het testament van Ibrahim EL BAKRAOUI bevatte. In dit testament zegt betrokkene zich in de volgende staat te bevinden: « dans la précipitation », « ne plus savoir quoi faire », « être recherché de partout », « ne plus être en sécurité », en dat « si ils s’éternisent, ils risquent de terminer à côté de lui dans une cellule ». Er werd gisteravond een vierde huiszoeking uitgevoerd, eveneens te Schaarbeek. Een persoon werd meegenomen voor verhoor. Er werd eveneens een vijfde huiszoeking uitgevoerd te Haren. Er werd eveneens een persoon meegenomen voor verhoor, maar die werd reeds vrijgelaten. 2. Wat betreft de aanslag in de metro Maalbeek te Brussel De ontploffing in het metrostel dat werd geviseerd verliet het station Maalbeek richting station Kunst-Wet toen er een ontploffing was in het tweede treinstel. De eerste wagon bevond zich reeds in de tunnel. De dader van deze aanslag kon, door middel van zijn vingerafdrukken, geïdentificeerd worden als zijnde EL BAKRAOUI Khalid, geboren te Brussel op 12 januari 1989, van Belgische nationaliteit, broer van Ibrahim. De technische en wetenschappelijke vaststellingen zijn nog volop bezig op de beide crime scenes. Er wordt verwacht dat dit nog verschillende uren, misschien zelfs dagen zal duren. Er wordt voorlopig geen verdere informatie vrijgegeven in het belang van het onderzoek. Het federaal parket begrijpt de nood aan informatie, maar geeft enkel de gegevens vrij die zeker zijn en die niet kunnen schaden aan het onderzoek. Op dit ogenblik zijn er 270 gewonden en 31 doden te betreuren. Dit aantal kan in de komende uren en dagen jammer genoeg nog oplopen. Wij wensen ons oprecht medeleven te betuigen met de slachtoffers en hun naasten in deze moeilijke periode. *** 4

In connection with the investigation following the terrorist attacks at Brussels International Airport (Zaventem) and in the subway station ‘Maelbeek’ (Brussels), the following first results of the enquiry can be given: 1. concerning the terrorist attack at Brussels International Airport A first explosion took place in the Departure Hall, in the immediate vicinity of row 11, at 7h58’28’’ am. Immediately afterwards, at 7h58’37’’ am, a second explosion occurred in the immediate vicinity of row 2. A picture showing three suspects has been released. The perpetrator in the middle of the picture, one of two suicide bombers, has been identified through its fingerprints. It is the Belgian national Ibrahim EL BAKRAOUI, born in Brussels on October 9 th , 1986. The second suicide bomber, on the left of the picture, has not been identified yet. The third suspect, wearing a pale coat and a hat, is on the run. He dropped off a big bag and then left just before the explosions. His bag turned out to contain the most heavy explosive charge. Shortly after the arrival of the Mine Clearance Service, the instability of the explosives caused the bag to explode. Fortunately, no one got injured, thanks to the professionalism of the intervening services. This third suspect has not been identified yet and is currently tracked down actively (see the look-out warning on www.police.be

and www.politie.be

). After investigation of the crime scene, no weapon of war or handgun belonging to the perpetrators was found at the airport. A taxi driver came to the police and gave a declaration that he had picked up three persons in Schaerbeek, 4 Rue Max Roos. During the house search in these premises, the following items were found: 15 kg of explosives – type TATP, 150 liters of aceton, 30 liters of oxygen water, detonators, a suitcase filled with screws and bolts as well as equipment to manufacture explosive devices (plastic bins, various utensils, fans, etc.). Two other house searches were conducted in Rue Max Roos but turned out to be negative. In a waste bin in the same street, the investigators found a laptop containing the last will of Ibrahim EL BAKRAOUI. In this will the person concerned states to be in the 5

following condition: « dans la précipitation », « ne plus savoir quoi faire », « être recherché de partout », « ne plus être en sécurité ». He also states that « si ils s’éternisent, ils risquent de terminer à côté de lui dans une cellule ». Yesterday night, a fourth house search was conducted, also in Schaerbeek. One person has been arrested and is currently questioned by the investigators. Finally, a fifth house search was conducted in Haren. There, one person was arrested and release later on, after thorough questioning. 2. Concerning the terrorist attack in the subway station ‘Maelbeek’ in Brussels The subway carriage under attack was leaving the subway station ‘Maelbeek’ in the direction of the subway station ‘Arts-Loi’. The explosion occurred within the second wagon of the carriage, while still being in the ‘Maelbeek’-station. The suicide bomber has been identified through his finger prints. It concerns the Belgian national Khalid EL BAKRAOUI (the brother of Ibrahim), born in Brussels on January 12 th , 1989. Both suicide bombers had a loaded criminal record, not linked to terrorism. The investigations of the Technical and Scientific Police, accompanied by many experts, are still going on, on the different crime scenes. They will continue in the following hours, possibly even days. In the interest of the investigation, currently, no further information can be given. The federal prosecutor’s office is aware of the needs to provide information, but will only release information which has been verified and which will not cause damage to the ongoing enquiries. For the time being, sadly, 270 people are injured and 31 died. In the coming hours and days, these figures could even rise. We wish to express our deepest condolences towards the victims and their families in these difficult times. 6
