The National Climate Change Process
• Various research and demonstration work over the past decade (ADB, USCP, EAI, EAII, National budgets, AIJ Projects) – Inventory, Mitigation, Vulnerability and Adaptation – Technology (Know-how) transfer is limited • National sustainable development policies – Energy efficiency – Renewable energy – Environmental protection • National Communications – Improvement of local emission factors – More technical development on mitigation options – Serious needs on technical development on V&A
ISSUES ON TECHNOLOGY TRANSFER
• ACTION and NEED ASSESSMENT should be in Parallel – Issues are raised in IPCC report, National Communication – Projects proposed, fund requested, but not obtained.

• Need strong supports from AI countries, especially on joint-research development
