ETOP is the driving force behind regional collaboration and both short-term and long-range planning for exercise and training initiatives within the NCR. These training initiatives are targeted at the homeland security partners in the NCR, whether governmental or non-governmental, paid or volunteer. ETOP also serves as the advisory committee to the SPG and CAO to provide recommendations, subject matter expertise and overall guidance for exercise and training projects in the NCR. 3 What Occurs • Attempt to coordinate the training and exercise activities from all jurisdictions residing in the National Capital Region in order to improve operations, coordination, and synchronization. • Support the Training and Exercise Consortium (TEC). • The slides from each month’ s TEC meeting will be posted on the ETOP website: http://ncrportal.mwcog.org/sites/rpwg_etop/default.aspx • During the monthly TEC meeting we will review the calendar, provide an overview of the identified events, discuss new events and long range planning, and develop possible resolutions to any event scheduling conflicts. 4 Document Web Postings • NCR Training and Exercise Operational Panel Web Site http://extranet.mwcog.org/sites/rpwg_etop/default.aspx • DHS-National Exercise (NEXS) Portal – Password Required https://hseep.dhs.gov/ • DHS-Lessons Learned Information Sharing Portal – Password Required https://www.llis.dhs.gov/ • Metropolitan Washington Council of Governments, Homeland Security & Public Safety Homepage http://www.mwcog.org/security/ • Homeland Security Digital Library https://www.hsdl.org/?auth/login&dest=redirected%26old_page%3D%2F render.userLayoutRootNode.uP • FEMA-Office of National Capital Region Coordination http://www.fema.gov/about/offices/ncr/index.shtm 5 ETOP’s Five Year Program Plan Year ETOP Chair Discipline Concentration Exercises 2006 DC Fire/Rescue/EMS, Communications, Health CBRNE, NIMS, Pandemic Communications Drill, Pandemic Influenza Drill 2007 VA Public Works, Law Enforcement, Transportation NIMS, Response and investigation of a terrorist incident, Evacuation Hurricane FSE/CPX, Evacuation TTX (RDD) 2008 MD Emergency Management, Energy, Mass Care Mass Care, Mass Fatality Power Outage (IED) TTX, Bioterror (FSE) 2009 TBD Health, Fire/Rescue/EMS, Law Enforcement Mass Fatality, CBRNE Mass-Transit Weapons (Planes, Trains, Cargo) 2010 TBD Public Information, Emergency Management, Resource and Logistics TBD 6 Requesting Funds Step 1: Go to the ETOP website http://extranet.mwcog.org/sites/rpwg_etop/default.aspx Step 2: Look under the ETOP Documents box and click the Process for Requesting ETOP funding hyperlink Step 3: Look under the ETOP Documents box and click the Project Management Plan (PMP) Templates Step 4: Work within your R-ESF to fill out the PMP template Step 5: Have the PMP approved by your R-ESF Chair Step 6: Submit to ETOP 7 ETOP’s Liaisons to RESF’s • • • • • • • • • • • • • • • • • • #1Transportation Jamie Quarrelles [email protected] #2 Communications Infrastructure Phil Raum [email protected] #3 Public Works & Engineering -
