OIML Certificate System
The System started in 1991 and the first Certificate was issued in 1992
OIML Certificate certifies the conformity of the measuring instrument type
with the requirements of the relevant OIML Recommendation and its
acceptance by national legal metrology authorities is voluntary
There are currently 38 measuring instrument categories applicable in the
OIML Certificate System
28 Issuing Authorities participate in the System
More than 330 applicants/manufacturers have OIML Certificates
The total number of OIML Certificates is now over 1280

OIML Mutual Acceptance Arrangement
Framework document adopted at the 38th CIML Meeting in 2003
Each category of measuring instruments applicable in the OIML
Certificate System may be the object of a Declaration of Mutual
Confidence (DoMC)
Participants in a DoMC may be:
 OIML Issuing Authorities
 National Type Approval Authorities
Participants accept to utilize OIML Test Reports issued by participating
OIML Issuing Authorities, and additional test reports related to certain
specific national additional requirements.

OIML Mutual Acceptance Arrangement
Participants who issue OIML Test Reports under a DoMC shall declare
their testing capabilities and their compliance with ISO 17025, using
checklists.
Confidence is established:
 either by accreditation (by a signatory of the ILAC's MRA),
 or by peer assessment
Accreditation and peer assessment will be based on ISO 17025.
For each DoMC, a Committee on Participation Review (CPR) will be
established, review the accreditations and monitor the peer assessments,
and report to Participants.

OIML Mutual Acceptance Arrangement
The BIML will participate in the CPRs to ensure consistency in
implementation of the MAA, record the capabilities of Participants, keep
and publish a record of the Test Reports issued under each DoMC and
try to solve any disputes.
An additional BIML staff member will be recruited from 1st January 2005,
to take care of the MAA implementation.

OIML Mutual Acceptance Arrangement
Issuing Authorities will pay fees to the BIML for balancing the costs
resulting from its new tasks:
 a fixed entry fee (1500 €) for each participation in a DoMC,
 plus a registration fee (500 €) for each OIML Certificate issued
under the DoMCs
When a DoMC is signed:
 participating Issuing Authorities will issue all their OIML
Certificates for this category according to the rules of the DOMC,
 after a transition period, non participating Issuing Authorities will
be delisted for the category concerned.

OIML Mutual Acceptance Arrangement
Declarations of Mutual Confidence will start with the two following
categories:
 R 60 : Load Cells
 R 76 : Non Automatic Weighing Instruments
Bodies willing to be Participants (especially Issuing Authorities) have
been invited to prepare their application and send it by 2005.01.15,
A meeting will be organized in 2005 to set up the Committees on
Participation Review and to prepare these DoMCs for their signing.

Developing Countries - JCDCMAS
The Joint Committee for the coordination of technical assistance to
Developing Countries in Metrology, Accreditation and Standardization
groups the OIML, the Metre Convention, ILAC, IAF, ISO, IEC, ITU-T,
IMEKO, ITC and UNIDO.
It aims at promoting the consistency of technical assistance in the fields
of Metrology, Accreditation and Standardization and raising the
awareness on these issues.
Various awareness raising documents are being developed.
A database on the needs for and offers of technical assistance is being
set up.
The JCDCMAS Secretariat is held by the IEC in 2004 and will be held by
the BIML in 2005.

Developing Countries - PWGDC
A Permanent Working Group on Developing Countries (PWGDC) has
been set up following the decisions of the 38th CIML Meeting.
This OIML Working Group is chaired by Dr. Seiler (PTB) on behalf of
Pr. Kochsiek, the CIML Acting President.
This Working Group will address all OIML issues related to Developing
Countries, with special emphasis on launching very practical actions.
This WG will advise the OIML President and the CIML.

Developing Countries - Forum in Berlin
A Forum on Developing Countries was organized in Berlin on Monday 25
October in conjunction with the other OIML Meetings.
This Forum gave an opportunity for the presentation and discussion on
the needs and offers of technical assistance in legal metrology.
OIML Member States and Corresponding Members had been asked to
send the BIML a description of their needs and offers.
This information was displayed on posters and will be maintained
updated on the OIML web site.

Developing Countries - Expert reports
A report on the “Verification of Commercial Weights (by Dr. S. V. Gupta,
India) has been finalized and is available on the OIML web site
(publication E 3).
The Bureau will send an inquiry to Member States and Corresponding
Members about the need for similar technical papers which experts may
be asked to produce.
The Bureau will then hire recommended experts to undertake the
development of such papers, which will be published by the Bureau.

Implementation of OIML Recommendations
The BIML has sent an inquiry to Members and Corresponding Members
about the state of implementation of OIML Recommendations and
Documents.
On this occasion, the Bureau collects information on existing translations
of OIML publications in different national languages, and will make this
information available to all Members.
This information together with the inquiries will be converted into a
permanent interactive facility on the OIML web site.

General developments
In order to better promote the use of OIML publications the CIML has
decided to make all OIML publications (except joint publications with
other organizations) available for download free of charge on the OIML
web site from November 2004.
No paper versions of OIML International Recommendations and
International Documents and other publications – with the exception of
the OIML Bulletin - will be produced from this date.

General developments (cont.)
The OIML web site has been provided with on-line facilities for consulting
databases of OIML Members, OIML publications and was extended to
include consultation of TC/SC data (membership, projects, etc.), and
consultation of several aspects of OIML Certificate System and other
issues.
The web site will shortly include interactive (restricted) web pages which
can be used as forums for TCs/SCs, working groups, etc.
These pages will allow to upload working documents, comments and
contributions and to consult them on line.
