TC 12 - R46

Information
– R46 currently pertains only to “active energy meters” and does not
include apparent/reactive energy or demand measurement

TC12 anticipates developement of requirements pertaining to reactive
meters subsequent to the finalization of this Recommendation
– Some sections of CD2 are incomplete and will require further
development
– CD2 has removed requirements pertaining to statistical sampling at
this time. Final decision pending work performed by TC3/SC4
which is tasked to address this subject
– Significant progress was made towards the development of
metrological, technical and testing requirements during the Ottawa
meeting.

Issues and Subject Matters
– Technical/metrological concerns
 Some resistance to accept requirements which differ from IEC standards
 Proposals from some members to establish requirements which are
technology dependant, (electo-mechanical meters vs. static meters)
– R46 includes requirements pertaining to verification.
 Individual jurisdictions may establish their own verification programs
designed to meet the needs in that jusrisdiction and such programs do not
constitute a technical barrier to trade.
– R46 establishes four different levels of accuracy class.
 It should be clear that individual legislative authorities can identify the
accuracy class(es) which are acceptable in their jurisdiction
 R46 makes a recommendation as to the minimum accuracy class to be used
for metering large consumers
