OIML - Strategy
•
An intergovernmental treaty organization whose objectives are:
1. to develop standards and related documents for use by legal metrology
authorities and industry;
2. to provide mutual recognition systems which reduce trade barriers and
costs in a global market;
3. to represent the interests of the legal metrology community within
international organizations and forums concerned with metrology,
standardization, testing, certification and accreditation;
4. to promote and facilitate the exchange of knowledge and competencies
within the legal metrology community worldwide;
5. In co-operation with other metrology bodies, to raise awareness of the
contribution that a sound legal metrology infrastructure can make to a
modern economy;
6. To identify areas for the OIML to improve the effectiveness and
efficiency of his work.

period
Definition:
The proposed budget for 2013 – 2016 is based on the final results of the
accounts for 2011
2011 was a year in which there was a strong effort to control costs in
several areas
Adjustments were made for the change in staff

A 3 % reduction in the base contributory share for Member States
No increase in the base contributory share during the 2013-2016 financial
period
No entry fee is proposed
The Corresponding Member fee is now set at 10 % of the base
contributory share
No subscription fee for Bulletin
Fixed fee for becoming an Issuing Participant € 1700 (vs € 1710)
No fee for peer assessments
Fixed fee for registration of OIML Certificates € 350 (vs € 376)

What is currently being proposed in nothing new to this organization
This small amount in the budget would allow for some useful work to be
done
One very important item is to completely redo the website related to
developing countries

website

One item is a video and a document(s) that would provide information
on the benefits of legal metrology, the benefits of being an OIML
Member and the basic concepts of D 1
Another is to break down D 1 into its main components and summarize
these items in a video presentation and a summary document
These two items are for presentations to decision makers

Another item is training videos, with scripts, based on OIML
Recommendations, that would demonstrate verification and calibration
of basic devices used in developing countries and be available online
These could then be translated, subtitled or even overdubbed for use
by various developing countries
These could also be used by regional organizations in train the trainer
sessions
By beginning with small projects that we know about, we can learn how
best to accomplish these very important items

- 46th CIML Meeting 2011, Resolution No 21:
The Committee,
- Recalling its Resolution no. 20 (2011),
Approves as a new item for OIML TC 3/SC 5, the amendment to, or the
revision of, OIML B 10 "Framework for a Mutual Acceptance
Arrangement on OIML Type Evaluations (MAA)" to include appropriate
conditions for the registration of Manufacturers' Testing Laboratories
(MTLs) under a DoMC.

The main results can be summarized as follows:
A clear majority of TC 3/SC 5 voted in favor of an Amendment to B 10 rather than
a Revision of B 10 (13 for Amendment - 2 for Revision)
The Final Draft Amendment (FDA) to B 10 clearly addresses, in several sections
(1.5, 9.1, 11.5.4, 13.4), the voluntary character of the acceptance of MTL test results,
according to Resolution no. 20 (CIML 2011)
The FDA to B 10 provides clarification on the definition of an "Issuing Participant"
(3.9), and the definition of an "MTL" (3.19)
The FDA to B 10 defines, in a new section 4.5, appropriate conditions for the
registration of MTLs under a DoMC, as requested by Resolution no. 21 (CIML 2011)
The FDA to B 10 defines, in a new section 11.5.4, that if test results from MTLs are
utilized, this must be prominently stated and the respective tests be
identified at the beginning of the OIML MAA Type Evaluation Report.
