World Meteorological Organization WMO OMM Working together in weather, climate and water Case studies - SWOT WMO www.wmo.int WMO OMM OVERVIEW case studies • Part of developing the strategy • aimed at stimulating discussion and drawing out insights to the many scenarios that WMO will face when responding to capacity development requests of Members. • Help to test proposed development steps • In addition, begin to ponder on how WMO will be guided to respond in a holistic and cohesive manner for long-term capacity development benefits. WMO OMM It was decided to have an addition to the steps and superimpose the letter « E » on the resultant outcome colour to indicate an EMERGENCY response/situation. E N/A E/0 Step 8 M&E E N/A E/0 1,2,3,4 WMO OMM CONCLUSIONS of OUTCOMES • Generally most of the case studies indicate that Steps 1,2,3 were fairly addressed – requirements were defined, baselines established and gaps were analyzed. The EXCEPTIONS were cases H & J • Generally and across all cases, problems were indicated from Steps 4 to 8. No strategic plans in place, lack of national ownership, no resources mobilized (Exception of Haiti), hence no implementation and no M&E.
