Confirming the leading role of the Executive Council and important contributions of
regional associations and technical commissions in developing and implementing the
Strategic Plan,
Requests the regional associations:
(1) To provide regional needs and priorities that should be taken into consideration in
developing the WMO Strategic Plan 2016–2019;
(2) To coordinate, as necessary, national contributions to regional aspects of the Plan;
(3) To develop their own Operating Plans in support of the implementation of the next
WMO Strategic Plan;
Requests the technical commissions:
(1) To lead the formulation of the scientific and technical aspects of WMO Programmes
and activities falling within their respective responsibilities in preparing the WMO
Operating Plan;
(2) To develop their own Operating Plans in support of the implementation of the next
WMO Strategic Plan;

Planning driven by needs & priorities set by the Members;
Focus on where WMO can provide solutions;
Key strategic priorities guide the investments.
EC endorsed the outline, timelines, content guidance;
WG-SOP is developing the draft SP; Members review - January 2013.
Operating Plan and Budget proposal by EC-66 (2014)
EC-66 (2014) will review the drafts and make recommendations to Cg-17 (2015)
