ASEAN with different cultures, religions, languages and educational systems, must develop a harmonized system of education. This system can be developed on basis of common, but not identical, practices and guidelines for cooperation.

Making academic degree standards more comparable and compatible throughout ASEAN with a common framework of easily readable and comparable degrees to facilitate free movement of professionals and skilled labor in ASEAN by 2015

• • Principle of mutual recognition stipulates that if a standard is approved in one country it is accepted in all participating countries.

Principle of harmonization operates differently, previous national standards do prevail, but trade across borders only occurs with products fulfilling the harmonized standard.

• National higher education systems are harmonized (working towards greater comparability of higher education structures & practices) to encourage international mobility.

• Harmonizing the diverse systems of higher education in the region is an important step towards the regional integration objective.
