Purpose of Seminar
• The purpose of this seminar is to bring together
all participants in the community (Government,
Owners, Banking and Business Organization) to
discuss ideas and goals towards developing an
inviting and thriving business sector in which the
businesses would complement one another.
• We will also discuss programs and partnerships
which shall promote this growth.
Observations
• We have all seen the steady lost of some of our
long standing and family owned businesses as
well as some of the staple franchise
establishments which acted as the magnet to the
shopping districts.
• We have seen the decline of the foot traffic and
retail shops along these routes but,
• We have also seen the growth and desires of
some of our new retailers to come and be a part
of our community.
Observations (cont.)
• Economic development can only be promoted
through a combination of interrelated and
dependent elements. The elements include
investment—public and private; security--public
and private; road/infrastructure improvements;
and enhancement of the experience—code
enforcement.
• The Village Board will pursue all elements.
However private efforts are mandatory. It is
critical to the success of business operators to
make a positive statement about themselves
and the Village of Maywood

HEALTH AND SAFETY STANDARDS
Health and safety issues are major concerns in operating a safe Village. The following health and safety issues are a few of the many issues that must be addressed in
order to operate a successful and safe business. The following are suggestions made the Village to assist with improving the safety standards in your business:
1. Actively participate in an on-going beautification plan. The Village of Maywood is currently enforcing the 2003 International Property Maintenance Code. A
brochure regarding the most common property maintenance violations will be made available at the Code Enforcement Department for your review.
2. Keep an accurate record of violent incidents and/or police reports to assist the Village of Maywood’s Police Department with keeping your business
environment safe.
3. Provide security officers or increase the number of officers in your establishment, should there be a history of crime at your location.
4. Maintain the same hours of operation as noted on your application. Make sure the Police Department and the Department of Code Enforcement has an updated
copy of the hours of operation should they change.
5. Provide a tracking plan that will assist with identifying employees and customers.
6. Install outside surveillance, if necessary. In case of a violent crime, proof of the violators may be captured on tape.
7. Provide a parking attendant, which may also be your security officer. This person can ensure that the cars in your parking lot are safe and free from theft and
vandalism.
8. Implement an emergency procedure plan. This plan will outline the procedures to take during an uncomfortable/violent situation. First aid kits should be
provided on all levels of the building.
9. Implement a fire evacuation plan. Make sure that the Fire Department and the Department of Code Enforcement has a copy of this plan. The Fire Department
will provide the fire evacuation procedures based on the floor plan provided to the department. Occupancy loads will also be established.

EXTERIOR GROUNDS (CONT.)
Handicap parking: Spaces (at least
one) and accessible routes shall be
maintained in compliance with the ADA
and Illinois Accessibility Requirements.
Accessory Structures - All accessory
structures including detached garages,
fences and walls, shall be maintained
structurally sound and in good repair.
Landscaping: When required as part of
the zoning transitional yard, landscaping
shall be maintained as approved. Grass
shall not exceed 6’ in height and trees,
hedges bushes and underbrush shall not
be permitted to encroach into the public
sidewalk and streets.
INTERIOR MINIMUMS
Interior Lighting: Adequate lighting, to
or above code minimums, is essential to
the safe operation and clean appearance
of business. Unless otherwise allowed,
lighting must be provided to a level equal
to a 60 watt bulb. Speak with any law
enforcement professional regarding the
benefits of a well lit establishment.
Storage of product: All product and
displays within the establishment must
be placed, maintained in compliance with
the Fire, Building and Accessibility codes
of the Village and ADA. Approved aisle
widths and shelving clearances must be
maintained at all time with not storage
being tolerated within the required areas.
Exits: All exits, during the hours of
occupancy shall be maintained open and
unblocked. Doors and front windows
shall not be blocked by screens, bars or
grates. Doors shall not be required to be
open with any special knowledge or use
of a key.

MISSION STATEMENT
The Mission of the Village of
Maywood
Code
Enforcement
Department is to protect the public
health, safety and welfare by
ensuring compliance with all Codes.
All properties located within the
Village of Maywood or operating
within our boundaries must abide by
the established by the Maywood
Code of Ordinances, the Maywood
Zoning
Ordinance,
Property
Maintenance Code and all model
codes
referenced
by
these
standards.
GENERAL REQUIREMENTS
All person and entities desiring to
conduct business within the Village of
Maywood must license or register (if
licensed by the State of Illinois) their
activities with the Village of Maywood
before opening, transfer or engaging
in operations.
No person or entity shall operate or
place any materials or products
within the public right of way (street,
parkway, alley, sidewalk, etc…) or
other Village owned property without
the written consent of the Maywood
Village board or as allowed by local
ordinance.
All licenses, permits and approvals
must be present, at the approved
location, at all times of operation and
posted in a conspicuous location
available for public inspection.
SIGNAGE
All approved signage (wall, free
standing and temporary) must be
maintained in good repair, attached
to supports, as approved, and copy
area must be maintained visible.
Balloons, flashing lights, streamers,
banners, flags and other attention
getting devices are prohibited by
ordinance unless approval has been
obtained through a temporary sign
permit.
All sign, with the exception of window
signs and parking lot directional
signage, on the exterior or structures
are required to obtain permits and
approval prior to installation.
Roof signs are prohibited under the
zoning ordinance.
The placement of product advertising
signage, on exterior walls, of
structures, is prohibited.
In 2005 the Village of Maywood
adopted a window coverage
ordinance which provides that no
more the 50% of the open window
area
may
be
cover
with
advertisement or other signage.
Exterior Grounds and Appearance
Cleanliness: Local ordinances
maintain that all property owners are
responsible for the cleaning and care
of their property (lots and grounds)
and adjacent public areas (sidewalks,
parkway and alley) free of debris. In
complying with these provisions,
business owners shall not sweep or
blow debris into the street. Debris
must be picked up and properly
deposited in approved containers.
Snow removal: All businesses and
owners are required to remove snow
and ice from sidewalks and to treat
same against slippage.
Parking lots/yards: These areas
must be maintained with approved
surface materials (asphalt, concrete
and/or vegetation) Drains if provided,
shall be maintained clear and
functional. Parking lot stripping shall
be maintained visible.

Commentary
1.
Signage: All signs whether wall or free standing must maintain proper anchorage to wall, structure and/or support pier. Roof signs that have not been
erected prior to 1979 must be removed. MZO 11.5 e

Garbage storage: All garbage and waste generated and produced as part of the business operation must be removed and serviced at least once every 7
days, by a licensed waste hauler. Containers are not allowed to overflow at anytime. Call your carrier for special pick-up or larger capacity containers.
Waste containers are required to be stored/kept within the property boundaries and not the public alley. MCO 150.097(U)
3.
Broken window glass: All windows (of all types) are required to be maintained free of defects holes breaks cracks, and missing sections etc. Boards
are allowed for a 1-month period to allow for replacement of special order windows and materials. Once noticed or cited, windows must be
immediately replaced. It is also strongly recommended, by Police and Code Departments that the view into the facility not be obstructed. Zoning
regulations limit the type and wording allowed in window and door signage, please review for your operation. PM-304.13
4.
Remove graffiti: Graffiti is loosely defined as any marking or other attention getting media which has been applied to the exterior walls, fence and
walks of any structure which has not received proper permits, does not meet the provisions of the sign ordinance and may or may not be offensive to
the community. Graffiti must be removed or obscured within a reasonable time after notification. Call Public Works or the Cook County Sheriff’s
Office if assistance is needed and desired. PM-302.9
5.
Fix door hardware: One of the most important requirements of occupancy is the entrance and egress of occupied locations, through a required and, or
mandated door. To this end, all installed and required hardware, closers, handle, pulls, locksets, window and hinges must be maintained operational for
safer and non-injurious use. PM-304.15
6.
Proper lighting – All areas of the facility must be maintained with adequate lighting as required, by code, for the approved use. Corridors, aisles, stairs,
general work/customer service and storage areas must maintain light at all times of occupancy. PM-402.3
7.
Clean-up debris – Debris (garbage, rubbish and discarded items) are not only unsightly but can be hazardous to the safe egress, from the structure. All
debris must be cleared and area, interior and exterior, maintained free of same. PM-302.1
8.
Excessive signage- All businesses are limited to the number of wall, free standing, and window signs that are allowed by the zoning ordinance.
Excessive signage also encourages loitering and possible undesirable activities. Please maintain your signage within these acceptable limits:

Barred Entry- Any bars and grates installed, for security purposes as allowed by the building and zoning ordinances must be removed, opened and
disengaged during hours of occupancy. Rear entries shall be unobstructed and capable of use, without a key or special knowledge. Rear exits shall lead
to the public right of way without obstruction or barrier (fences/storage). MCO 150.027
10.
Screens required-All windows, doors and openings to the exterior used for outside ventilation shall have air dampers or screens provided which prevent
the entry of insects. In all food service establishments. PM-304.14
11.
Correct visible address- All facilities, shall maintain the correct assigned property address affixed to the structure and visible from the public right of
way. Said address must be a minimum of 2 1/2 inches in height, on a contracting background. PM – [F] 304.4
12.
Water Meter – If your establishment is within a multi-unit structure and water billing is separate, your water must be metered and you must maintain a
proper account for this reading. MCO 51.30
Interior – Public Area
13.
Repair or replace floor: All floor surfaces and coverings shall be maintained free of holes, breaks and loose materials which could contribute to a fall or
other tripping hazard. All floors shall be maintained free of these hazards, dry and not slippery. PM-305.3
14.
Keep aisles clear- All aisles and storage pathway shall be maintained at a minimum width of 36 to 54 inches dependant upon operation. For the most
part if you have not made any adjustment to your floor plan, width should not be a problem. Storage must never be allowed within the aisle during
occupancy. PM-702.2
15.
Cleanliness – Interior areas must be maintained clean and safe for operation by employees and the public. This not only makes the environment more
appealing but also reduces potential safety concerns. PM-305.1
16.
Repair or replace ceiling. All materials and covering of the ceilings, including any attachments thereto must be secured to proper support, and
maintained free of loose and hanging material and peeling paint conditions. PM- 305.3

Painting- All walls, ceilings, floors, doors, windows and equipment must be maintained free of a deteriorated paint condition. Through proper scraping
and preparation and re-coating with non-lead base paint or sealant. PM- 305.3
2.
Provide adequate lighting: All interior areas including stairs, all aisles, corridors storage rooms public areas must be maintained with adequate
natural/artificial light at all times of occupancy to the minimum equivalency of a 60 watt bulb or greater. PM-402.3
3.
Secure shelving/storage: All materials stored and on display must be maintained on secure storage shelving and or stacked in such a manner that same
is not easily toppled. Aisle width must be maintained at all times. PM- 402.3
Non Public Area/Work Area
4.
Repair/Replace floor: Floors and/or coverings shall be maintained at levels which does not constitute tripping and/or safety hazards. PM- 305.3
5.
Cleanliness: Lee-way can be given in this area if proper safety considerations are maintained. Removal of unnecessary storage and materials, within
area. PM- 307.2
6.
Repair or replace ceiling: All loose materials must be re-secured or removed. Coverings are required if same is installed in a rated assembly for fire
separation of mixed use construction. PM- 305.3
7.
Painting – Peeling and flaking paint must be kept to a minimum old paint must be kept covered under a fresher layer. PM- 305.3
8.
Electrical- All electrical outlets, switches, connections and appliances shall be installed and maintained to manufactures specifications and the NEC
Electrical Code. Temporary power cords shall only be allowed when used on temporary or seasonal equipment and for a limited period of time.
Permanent equipment shall be wired directly into outlets. PM- 604.3
9.
Plumbing – All plumbing connections shall be maintained free of defects. Removed fixtures shall be properly capped. Any new installations shall be
performed by licensed plumbers and inspected prior to use. Failure to do so could lead to the immediate closure of the business and/or disconnection
of equipment if cross contamination is visible. PM- 504.3
Sanitation Washroom Required
10.
Slow drain- Remove all obstructions from drains and maintain proper venting of all waste lines and fixtures. PM- 506.2
11.
Provide hot/cold running water – All food service establishments must provide at all times hot and cold running water, under approved pressure, to
sinks and fixtures. Cold water to water fountains and toilets. PM- 505.1
12.
Repair/replace floor- Floors shall be constructed of cleanable non-porous material (in toilet area). PM- 503.4
13.
Painting Needed – Maintain all areas free of peeling paint. PM- 305.3
14.
Toilet- All structures and rental spaces must have access to employee washrooms within a reasonable distance to the work areas. All restaurants must
have toilets with hand sink provided for employees and customers’ usage. If the seating capacity of the restaurant exceeds 25 seats than there shall be a
toilet enclosure provided for each sex. In assembly uses, the number of fixtures shall be determined by the Illinois Plumbing Code. PM- 502.
15.
Exhaust- All toilet rooms or compartments must have an open window/vent or mechanical ventilation system, exhausted to the exterior of the structure
for use when the room is occupied. PM- 403.2
16.
Provide adequate lighting-Toilet, and sinks areas must be provided with lighting to a minimum of a 60 watt bulb. PM- 402.3
17.
Repair/replace walls- All walls and coverings shall be maintained free of holes and openings. PM- 305.3
18.
Repair/Replace ceiling- Ceiling shall be maintained free of loose materials. PM- 305.3
The violations above are from the Maywood Code of Ordinances, Maywood Zoning Ordinances, and the ICC
2003 Property Maintenance Code.
Violations notices may be appealed, in writing, within 20 day of receipt of the Notice of Violation, to the Code
Enforcement Dept.

threaten the health, safety and welfare of the
residents and customers of the establishment
and to the use approved.
• To the end, all installations and use of the facility
must be maintained to the conditions of the
original occupancy approvals.
• All new installations and changes in use or
ownership must be inspected and approved
prior to such change.
