What’s New
• A new requirement has been added to seating
charts for students testing on laptop computers:
Test administrators must now record which
workstation each student is testing on so that
student responses can be recovered, if necessary.
• Session Rosters now contain columns for
accommodations provided and accommodations
used so that test administrators will have a place to
record this information if the roster is used to
capture required administration information.

Reminders
• Inappropriate actions by school or district personnel
before, during, or after test administration may result in
consequences such as test invalidations and/or loss of
teaching certification.
• ALL test administrators must be certified educators.
• All personnel involved in test administration must read and
sign a Test Administration and Security Agreement, provided
in Appendix D of the Fall 2014 Retake Manual.
• Test administrators must sign a Test Administrator Prohibited
Activities Agreement, also provided in Appendix D.

Reminders
Leaving Campus
• If a student begins a session and leaves campus without
finishing (due to an appointment, illness, etc.), he or she will
NOT be allowed to complete that session.
• No exceptions will be made once the student leaves the
school’s campus, so students and parents/guardians
must be made aware of this policy.
• If you have concerns about a student being able to complete
a session, you should not allow the student to begin.
Instead, arrange to administer the test to that student on a
make-up day.

Reminders
Electronic Devices Policy
• If a student is found with ANY electronic device(s), including but not
limited to cell phones and smartphones, during testing OR during breaks
(e.g., restroom breaks, lunch), his or her test must be invalidated.
• School personnel must ensure that students who will return to complete a
test session do not have access to their cell phones or other electronic
devices during breaks even if the devices are turned off or the students
do not use them.
• The best practice would be for students to leave devices at home or in
their lockers on the day of testing.
• Students and parents/guardians must be made aware of this policy
prior to testing.

TestHear
• TestHear accommodated computer-based forms (large print, color
contrast, zoom, screen reader, assistive devices) are available for
eligible students who have such accommodations identified in
their individual educational plans (IEPs) or Section 504 plans.
• Separate scripts and instructions for administering accommodated
forms are provided at www.FLAssessments.com/FallRetake.
• Students who require accommodated CBT forms must practice
using the TestHear ePAT for the specific accommodated form or
form combination that they will use during testing.

Reminders
Paper-Based Materials
• Paper-based test materials (Reading Passage Booklets, regular print,
large print, braille, one-item-per-page) are available for eligible students
who have such accommodations identified in their IEPs or Section 504
plans.
• Scripts for administering paper-based accommodations are provided at
www.FLAssessments.com/FallRetake.
• Schools are required to maintain a Test Materials Chain of Custody Form,
located in Appendix D of the Fall 2014 Retake Manual and at
www.FLAssessments.com/FallRetake. Schools must record accurate
information on the form, including the dates and times activities are
completed, the names of the people performing activities involving the
materials, and information about the locked storage room.
• Results for mispackaged TO BE SCORED test materials and/or materials
not returned on schedule will be included in late reporting.

• Requires a username and password.
• Verify that you are working in the correct
test administration each time you log in.

TestNav 6.9 (TestNav)
• Platform for Florida’s highstakes computer-based
statewide assessments.
• Software application installed
on each computer that will be
used for testing.

Proctor Caching
• Proctor Caching is a process of loading test content locally on a
computer at the school level.
• Does not require a separate caching server and can run on any
workstation on the network that meets minimum requirements.
• Proctor Caching software is provided by Pearson.
• Reduces test delays due to network congestion.
• Provides students with a more seamless testing experience.
• Required for all FCAT/FCAT 2.0/EOC computer-based testing in
Florida.
• Instructions for proctor caching are provided in the Technology
Coordinator Guide.

Students to be Tested
Reading Retake
• Students who entered Grade 9 in the 2009–10 school year through the
2012–13 school year and are pursuing a standard Florida high school
diploma must pass the Grade 10 FCAT 2.0 Reading test or obtain a
concordant score on the ACT or SAT as one of the requirements for
graduation.
• The following students are eligible to participate in this administration:
– Retained Grade 10 or Grades 11–Adult (AD) regular high school students
who have not yet passed the Grade 10 FCAT 2.0 Reading test.
– Students who enrolled in Grade 9 prior to the 2009–10 school year but have
not yet passed the Grade 10 FCAT Reading test. (Because the FCAT
Reading Retake is no longer offered, these students will participate in the
FCAT 2.0 Reading Retake.)

Students to Be Tested
FCAT Mathematics Retake
• Students who entered Grade 9 in the 2009–10 school year or earlier, are
pursuing a standard Florida high school diploma, and have not yet
passed Grade 10 FCAT Mathematics test or obtained a concordant score
on the ACT or SAT in order to fulfill the graduation requirement are
eligible to participate in this administration.
• The FCAT Mathematics Retake will be administered for the last time in
Spring 2015. Students who still need to pass the Grade 10 FCAT
Mathematics after Spring 2015 must earn a concordant score on the ACT
or SAT.
• Students who entered Grade 9 in the 2010–11 school year and beyond
do NOT take the FCAT Mathematics Retake.

Students to be Tested
• Students who have received a GED diploma are
not eligible to participate in FCAT/FCAT 2.0
administrations.
• Students enrolled in grade levels below Grade
10 MAY NOT participate in Retake
administrations.

Proctors
When testing a large group of students, proctors
must be assigned to the room. Refer to the table
below for the required number of proctors.
1–25 students Test Administrator*
26–50 students Test Administrator and 1 Proctor
51–75 students Test Administrator and 2 Proctors
*FDOE strongly encourages the use of proctors in all
testing rooms, even those with 25 or fewer students.

Test Security
Per Test Security Statute, s. 1008.24, F.S., and Florida State
Board Rule, 6A-10.042, FAC, inappropriate actions by
school or district personnel can result in student or
classroom invalidations, loss of teaching certification,
and/or involvement of law enforcement.
Examples of prohibited activities include the following:
• Reading or viewing the passages or test items before, during, or after
testing
• Revealing the passages or test items
• Copying the passages or test items
• Explaining or reading passages or test items for students
• Changing or otherwise interfering with student responses to test items
• Copying or reading student responses
• Causing achievement of schools to be inaccurately measured or
reported

Test Irregularities/
Security Breaches
• Test administrators should report any test
irregularities (e.g., disruptive students, loss of
Internet connectivity) and possible security
breaches to the school assessment coordinator
immediately.
• If a test irregularity or security breach is identified,
the school assessment coordinator must contact
the district assessment coordinator to discuss
possible test invalidations.

Checklist
 Read the test administration manual.
 Read the Test Administration Policies and Procedures and the Test
Security Statute and Rule in Appendix C, and sign the Test Administration
and Security Agreement.
 Read and sign the Test Administrator Prohibited Activities Agreement.
 Establish an appropriate setting for test administration.
 Prepare and receive all materials needed for test administration.
 Prior to the first day of testing, ensure that your students and
parents/guardians understand the testing policies regarding electronic
devices, leaving campus during testing, the Testing Rules
Acknowledgment, and discussing test content after testing.
 If you are administering tests to students who require accommodations,
become familiar with the accommodations and discuss how
accommodations will be provided with your school coordinator.
 Ensure that you know how to open TestNav or TestHear to the login 21
screen for each student computer prior to testing.

Prepare the Room for Testing
• Tests should be administered in a room that has
comfortable seating, good lighting, adequate ventilation,
and sufficient workspace.
• Students must not be able to easily view other students’
computer screens or test materials. During the practice test,
check the configuration of your testing room to make sure
you will be able to provide a secure environment during
testing. If necessary, use visual blocks. Discuss any
concerns with your school assessment coordinator.
• Post the sign that reads TESTING—Please Do Not Disturb
and display the stopping time as instructed in the script.
Remove or cover all visual aids in the room.

• When you arrive on the day of testing, open each student
workstation in the testing room to the student login screen, but do
not log in for students.
• Display the student comment form URL, or create shortcuts on
student workstations to ensure each student is able to complete a
form after testing

• Ensure that you have a way to contact the technology coordinator or
the school assessment coordinator without leaving the room

administration scripts to students.
• When testing students with accommodations, you may
need to modify the scripts. Review the scripts BEFORE
testing begins to determine the necessary modifications.

Student Authorization Tickets
•
You will receive Student Authorization Tickets from your school assessment
coordinator at the beginning of each day of testing.
•
For the test, each student needs a Login ID and a test code (password), which
are printed on the Student Authorization Tickets.
•
Students will need a pen or pencil during testing to sign their tickets.
•
Each student will log in using the same Student Authorization Ticket for both test
sessions.
•
Give each student a ticket only AFTER all students have entered the testing
room, as instructed in the script, and all tickets must be collected BEFORE
students leave the testing room.
•
Student Authorization Tickets must be handled in a secure manner and
returned to the school assessment coordinator immediately after each day
of testing is completed.

Test Group Code
• A test group code is a unique four-digit number used as a
security measure to identify groups of students tested together.
Each testing room must utilize a different test group code.
• Students will enter the test group code before beginning the test,
as indicated in the scripts.
• Your school assessment coordinator will provide you with a test
group code. The same test group code is used for each test
session.
• If students are absent for a test session, a different unique code
must be used for each make-up session.
• The code must be recorded on the required administration
information and on each seating chart.

A six-character code created by

The Login ID and the test code are required to
log in to TestNav/TestHear.
Test Group Code
A unique four-digit number created by district

Seal Code (Reading Retake only)
• A seal code is a unique four-digit number used to allow students to
access Session 2 of the computer-based FCAT 2.0 Reading test
after they have completed Session 1.
• TestNav and TestHear require a seal code to proceed to Session 2
on Day 2.
• Seal codes will be provided in PearsonAccess, and all students in a
test session will use the same seal code.
• Seal codes should not be given to students until Day 2 when
the Session 2 administration script is read to students.
• Students are not able to return to Session 1 once they have
logged in to Session 2. Each student will log in using the same
Student Authorization Ticket for both test sessions.

CBT Worksheets (Reading Retake)
• CBT Worksheets may be provided for students to make
notes. A sufficient number of worksheets should be available
for all students taking the computer-based test.
• The worksheet is an 8½” × 11” page (located in Appendix D
of the Fall 2014 Retake Manual and PearsonAccess) that
may be copied and distributed as indicated in the
administration script.
• Students must be provided a new worksheet for Session 2.
• Collect used worksheets after each session and return them
to your school assessment coordinator.
• Used worksheets are secure materials.

Work Folders, Mathematics Reference Sheets, and
Calculators (Mathematics Retake)
•
You will receive work folders for students taking the computer-based FCAT Mathematics
Retake. Distribute folders as indicated in the administration script. Used folders are
considered secure materials.
•
FCAT Mathematics Reference Sheets are available in the TestNav and TestHear platforms.
If your school will provide paper copies of reference sheets, make sure you have sufficient
copies for all students in your testing room. Distribute reference sheets before testing as
indicated in the administration script. Used reference sheets are considered secure
materials.

A calculator is available in the TestNav platform; however, a supply of approved handheld
four-function calculators should be available for any students who request to use one.

Communicate Testing Policies to
Parents/Guardians and Students
• Electronic Devices Policy––If students are found with ANY electronic
devices, including but not limited to cell phones and smartphones, during
testing OR during breaks, their tests will be invalidated. The best practice

•
Testing Rules Acknowledgment—Prior to testing, students will be asked to
affirm a Testing Rules Acknowledgment that reads: “I understand the testing
rules that were just read to me. If I do not follow these rules, my test score may
be invalidated.” Students taking a computer-based test show that they have read
the statement by clicking a box (TestNav) or circle (TestHear); in a paper-based
test, a signature line appears below the statement.
•
Discussing Test Content after Testing—The last portion of the testing rules
read to students before they sign/check the acknowledgment reads, “After the
test, you may not discuss the test items with anyone. This includes any type of
electronic communication, such as texting, emailing, or posting online, for
example, on websites like Facebook, Twitter, or Instagram. If you are found
sharing information about test items, even without the intent to cheat, your test
will be invalidated.” Please make sure that students understand this policy prior
to testing and remind them that “discussing” the items includes any kind of
electronic communication, such as texting, emailing, or posting to blogs or social
media websites, etc.

• Appendix A of the Fall 2014 Retake Manual
provides specific information and instructions
regarding accommodations for students with
disabilities and English Language Learners (ELLs).
• All personnel involved in administering tests to
students with allowable accommodations must

 Maintain the seating chart, Security Log, and record of required
administration information for your room.
 Ensure that each student has a pen or pencil, and distribute testing
materials as indicated in the scripts.
 Read the appropriate administration scripts VERBATIM to
students. Read the important information and adhere to the
instructions between the SAY boxes.
 Keep accurate time for each test session and display stopping
times for students.
 Maintain test security at all times and report violations or concerns
to your school assessment coordinator immediately.

Ensure that students:
• Have cleared the area around their workstations of all materials except for
the appropriate test materials.
• Click the Testing Rules Acknowledgment box and enter the correct test
group code.
• Do not have books, notes, scratch paper, or electronic devices of any kind
during testing or during breaks within a test session, even if they do not
use them.
• Do not talk to other students or make any disturbance.
• Are working independently.
• Are working in the correct test and session (check student name and test
on the screen).

•
It is not appropriate to use cell or classroom phones, grade papers, or work on the
computer during testing.
•
While you may encourage students to continue working, you MAY NOT talk with
them about test items or help them with their answers, nor may you discuss test
items or answers with students, even after testing is complete.
•
If a student’s computer is disconnected from the test, contact the technology
coordinator to help diagnose any technical issues and resume the student’s test in
PearsonAccess (or contact your school assessment coordinator if you are not
authorized to do so).
•
If a student has continual difficulty logging in or gets kicked out of the test more
than once, do not have the student continue attempting to log in until the issue is
diagnosed and resolved.
•
If students finish the test before the allotted time for the session has elapsed, you
may encourage them to go back and check their work.
•
After they have completed the test, assist students with accessing the student
comment form at www.FLAssessments.com/RetakeStudentCommentForm.

Before Testing
Prepare for Test Administration
•
Assign Test Group Codes according to instructions from the district assessment
coordinator.
•
Determine Reading Retake Session length. Each session may last for half of a typical
school day. Provide specific starting and stopping times to test administrators and instruct
them to display stopping times clearly for students.
•
Communicate to test administrators the process (e.g., Session Roster, administration
record/security checklist) for collecting required administration information.
•
Ensure test administrators understand the instructions for maintaining seating charts.
After testing, copy all seating charts, file the copies, and return originals in the District
Assessment Coordinator ONLY box.
•
Ensure the Technology Coordinator understands his or her responsibilities before, during,
and after testing; review test administration and security policies and procedures; establish a
plan for handling issues during testing; and ensure the Technology Coordinator has signed a
Test Administration and Security Agreement.
•
Provide appropriate test settings and prepare computers. See pages 56–57 of the Fall
2014 Retake Manual as well as the minimum system specifications at
www.FLAssessments.com/MinimumSpecs for more information.

Before Testing
Train Test Administrators and Proctors
• You are responsible for training all test administrators and proctors,
including non-school-based instructors (e.g., itinerant teachers). You
must train several employees to act as possible alternates.
• Test Administrators must be certified educators.
• Test administrators who will be administering the test to students using
large print, braille, or one-item-per-page materials must be trained in the
use of those test materials.
• For students with accommodations, make sure that test administrators are
aware of and have made provisions for the exact accommodations needed
for individual students.
• Test administrators must be familiar with all appropriate sections of the
manual, as well as accommodated scripts and instructions located at
www.FLAssessments.com/FallRetake, if applicable.

• Non-certified school personnel and volunteers approved by the district
may serve as proctors.
• While proctors are not required in rooms where 25 or fewer students are
being tested, FDOE strongly encourages the use of proctors in all test
administrations to help reduce testing irregularities and aid in
investigations, if necessary.
• To ensure test security, FDOE discourages testing students in large
groups (e.g., in a cafeteria or auditorium); however, in the event that
students are tested in a large group, the appropriate number of proctors
MUST be present during the test session (see page 11 of the Fall 2014
Retake Manual).
• Ensure ALL test administrators and proctors are aware of test
administration and test security policies and procedures, as
described on pages 57–58 in the Fall 2014 Retake Manual.

Arrange Practice Test Sessions
• Schedule and arrange practice tests (ePATs) as described in
the Fall 2014 Retake Manual.
• Before a student can participate in this computer-based
administration, the student must complete the correct ePAT to
learn how to use the computer-based system. If a student
has previously participated in an ePAT for the subject
test he or she will take, the student is not required to
participate in an ePAT for this administration.

Create Test Sessions
• Your district may have created test sessions automatically via the
PreID upload. If your district created test sessions through the
PreID upload, you will see these sessions when you log in to
PearsonAccess.
• If your district did not create test sessions during the PreID
upload, you will need to create test sessions before you can
verify student information.
• These can be temporary sessions for the purpose of verifying
student information, or they can be test sessions you plan to use
for testing.
• Detailed instructions on how to create a test session and verify
student information are on pages 60–63 in the Fall 2014 Retake
Manual.

During Testing Checklist
 Ensure the test sessions have been started in PearsonAccess.
 Provide test administrators with additional materials, as
necessary.
 Monitor each testing room to ensure that test administration and
test security policies and procedures are followed, seating charts
and Security Logs are being properly completed, and required
administration information is being collected.
 Be available during testing to answer questions from test
administrators.
 In PearsonAccess, monitor session status and resume students’
tests, if necessary.
 Arrange for and supervise make-up administrations.

 Verify that all distributed secure materials have been returned.
Report any missing materials to your district assessment
coordinator and conduct the necessary investigation.
 Make copies of all collected required administration information,
seating charts, and Security Logs and file the copies.
 In PearsonAccess, stop test sessions and invalidate student
tests, if necessary.
 In PearsonAccess, record accommodations actually used by
students.
 Organize materials and return them to your district assessment
coordinator.
 Complete the School Assessment Coordinator Comment Form at
www.FLAssessments.com/FallRetake and encourage test
administrators to complete their forms.

Organize and Return Materials
• File the Test Administration and Security Agreements and the Test
Administrator Prohibited Activities Agreements.
• Copy the seating charts, required administration information, Chain of
Custody forms, and Security Logs, file the copies, and return the originals
in the District Assessment Coordinator Security Envelope.
• Student Authorization Tickets, used and unused Work Folders and CBT
Worksheets, and any Mathematics Reference Sheets must be packaged
in the District Assessment Coordinator SECURE boxes.
• Manuals and ancillary materials are to be returned in the District
Assessment Coordinator NON-SECURE MANUAL boxes.
• Reading Passage Booklets are secure documents and must be
packaged with NOT TO BE SCORED materials using the yellow return
labels.
• If applicable, follow return instructions for TO BE SCORED materials on
pages 94–104 in the Fall 2014 Retake Manual.
