GGPLNG
 ERGEG developed the GGPLNG, with the aim to remove
barriers stopping the contribution of LNG to encourage a
competitive gas market

NERA report on TPA to LNG terminals in November 2006
•
Important contribution from the market agents (2 consultations)
•
GGPLNG presented in May-08 Madrid Forum
 ERGEG welcomes the amendment of Regulation
1775/2005/EC (3rd package), including provisions for LSOs,
already applying to TSOs, based on the GGPLNG.
 ERGEG will monitor the GGPLNG, according to action point 1.

Action points for future work
ERGEG’s view

There are strong benefits for users of having standard commercial
services all across Europe, so ERGEG agrees on the need to work
further to explore this possibility.
 Bundled services, standard contracts, similar tariff structure…
Nevertheless
 Flexibility is needed to provide the services required by the market:
unbundled services offer will develop with the market
 Current tariffs reflect, not only different technical realities, but different
market situations and regulatory approaches: 3rd package should help
 Technical rules should not be covered by European legislation, but it is
worthy an effort on the LSOs side to harmonize these protocols as
much as possible. Transparency should be also compulsory for these
rules.

For LNG TPA exempted terminals with free capacity, in the primary or
secondary market, same rules should apply for services

Action points for future work
ERGEG’s view
 Caution before establishing LNG quality specification: Cost and
discrimination among terminals must also be taken into account.
 LSOs and TSOs cooperation crucial to guarantee fair access.
 CAM and CMP to be included in the Regulation: the application
on each terminal should be transparent for marketers and
supervised by regulators
 ERGEG supports further analysis on harmonized anti-hoarding
mechanism and notice period for all types of terminals
 Transparency: Full agreement on the need to provide very
detailed information regarding access terms, tariffs and
conditions, but also technical rules for each case.
