 Transport is central to our economic wellbeing and
competitiveness
 Between 1996 – ’06 increase of 250% in total freight
tonnes carried
 Increase of 38% in number of private cars per 1K adults
 Increase of 72% in the total number of vehicles
licensed
 Increase of 93% in total final consumption of energy
from the transport sector

The need for the Mid-West Area Strategic Plan
 Provide guidelines for the promotion of sustainable
development in existing urban centres and rural areas
within the region
 Identify the regions strategic requirements for the next 30
years
 Inform the upcoming city/county Development Plans
 Inform future National Development Plan (NDP) reviews,
the future Regional Planning Guidelines (RPG) and
National Spatial Strategy (NSS) reviews.
 Aid in identifying and securing National Government
funding
 Aid in informing National, Regional and Local
Government Policy

Strategic Vision
 The Study is to put in place a framework and
continuous process for the next thirty years for
the development of the Mid-West Region. The
development of a strategic vision shall be
formulated to ensure the balanced growth of the
Study Area, thereby allowing the region to reach
its fullest potential in terms of achieving
maximum social, economic, physical and cultural
advantage for its citizens.

Study Requirements
The Study will be required to:
Establish the criteria and performance indicators by which alternative
development strategies and transport schemes are to be assessed
(such criteria should be referenced to the results of the consultations
and where possible to spatially referenced data).
Identify a preferred long-term transport and land use development
strategy for the Mid-West Region.
Identify policies, schemes and measures required to implement the
strategy, including infrastructural and funding requirements.
Consider and make recommendations on administrative and
institutional arrangements to support the implementation of the
strategy.
Demonstrate how strategies and schemes contribute towards policy
objectives with respect to quality of life, the spatial aspects of social
issues, the environment and the local economy.
Consider and make recommendations on the promotion of the
strategy.
