What is Innovation
 An innovation is the implementation of a new or significantly
improved product (good or service), or process, a new marketing
method, or a new organisational method in business practices,
workplace organisation or external relations (either new to the firm,
the market or the world).
 Innovation activities are all scientific, technological, organisational,
financial and commercial steps which actually, or are intended to,
lead to the implementation of innovations.
 A product innovation is the introduction of a good or service that is
new or significantly improved
 A process innovation is the implementation of a new or
significantly improved production or delivery method

Some observations
 The use of standards in public tenders can stimulate
innovation. There is theoretical and empirical evidence that
this is the case.
 But are public purchasers and their clients interested in
Innovation? Is it their business?
– Some purchasers seem to be “allergic" to the word “Innovation”. It
opens up a world full of risks that needs to be avoided.
– innovation is something for policymakers and subsidies. It is not an
issue that should be addressed in regular procurement
 However:
– quite often innovation is hidden somewhere in the tenders: It can be in
the user requirements, in the strategic choices made for a particular
type of approach or procedure.

Hypothesis
 The main motivators for a public purchaser is to satisfy his
clients needs within the scope of the social responsibility
aspects of his role. He is responsible for:
– spending taxpayers money properly,
– Contribution of the goods and services he procures to the
society,
– child labour, sustainability and environmental issues, local or
regional economic welfare ……

Questions
 Do these social responsibility aspects play a role when a
specific tender procedure or approach is chosen?
 Has innovation on the supplier side ever been an aspect of
the tenders the participants were involved in?
 Is the use of functional tendering growing because it gives the
opportunity to get the best products and services from the
market at reasonable prices, at the same time providing
opportunities to suppliers that haven't been able to do
business with the tendering organisation before?
 If the use of functional tendering is growing, how can it be
ensured that it results in the procurement of the required
products ?
