CDM governance and institutions
• Conference of the Parties to the UNFCCC serving
as a Meeting of the Parties to the Kyoto Protocol
(COP/MOP): - highest authority for the CDM
• Executive Board (EB) - executive authority for
implementing CDM system
• Composition - 5 from each UN region, 1 AOSIS, 2 Annex I, 2
non-Annex I,
• ie 6 developing country and 4 industrialised
• Operational entities (OE) - accredited as the
‘auditors’ of CDM projects - likely to be
multinational organisations (eg accoutancy firms)
• Designated National Authority (DNA) - national
focal point for project approval

CDM Cycle TERMINOLOGY
• Approval– by DNA
• Validation is the process of independent
evaluation of a project activity by a designated
operational entity
• Verification is the periodic independent review
and ex post determination by the designated
operational entity of the monitored reductions
• Certification is the written assurance by the
designated operational entity
What government needs to do
• Ratification of Kyoto Protocol
• Designation of focal point (Designated National
Authority) to lead CDM programme and contacts
• Legal and institutional framework to evaluate and
approve projects
– including sustainable development criteria
• Identify key projects itself and create an enabling
environment for business and civil society to
market projects
