MASSACHUSETTS EMERGENCY
MANAGEMENT AGENCY
MEMA is the state agency charged with ensuring the state is prepared
to withstand, respond to, and recover from all types of emergencies and
disasters, including natural hazards, accidents, deliberate attacks, and
technological and infrastructure failures. MEMA's staff of professional
planners, communications specialists and operations and support
personnel is committed to an all hazards approach to emergency
management. By building and sustaining effective partnerships with
federal, state and local government agencies, and with the private
sector - - individuals, families, non-profits and businesses - - MEMA
ensures the Commonwealth's ability to rapidly recover from large and
small disasters by assessing and mitigating threats and hazards,
enhancing preparedness, ensuring effective response, and
strengthening our capacity to rebuild and recover.

• EO 144 – Requires all state agencies to prepare for emergencies /
disasters & to provide liaisons to MEMA for coordinating resources,
training & operations
•The Emergency Support Functions (ESFs) are comprised of
representatives of local, state, federal, voluntary and private
organizations.
•Local (ie: Fire Chiefs, Police Chiefs, MMA, etc.)
•State (ie: DPH, MSP, National Guard, MassDOT, etc.)
•Federal (ie: FEMA, FBI, National Weather, Coast Guard, etc.)
•Volunteer (ie: Red Cross, RACES, MAVOAD, CAP, etc.)
•Private (ie: Utilities, MITRE, NEDRIX, Big Box Stores, etc.)
State Emergency Operations
Center (SEOC)
• Located at MEMA Headquarters in Framingham
• Functions as the state’s coordination center for
emergency situations
• During a statewide emergency, members of the
MEMT, which represent federal, state, local, public,
private, and volunteer organizations, are co-located
at the SEOC to effectively respond to emergencies
• The SEOC staff are able to monitor incidents, provide
resources, equipment, manpower, and technical
expertise to local communities that may require
assistance

Regional Emergency
Operations Centers (REOC)
• Each MEMA region has its own EOC
– Region 1 in Tewksbury
– Region 2 in Bridgewater
– Regions 3 and 4 (combined) in Agawam
• Each REOC can be activated for incidents within their
regions
– The SEOC does not have to be activated for the
REOC to activate
– Can serve as an intermediary between the EMDs
and the SEOC
