 Significant adverse effects on competition, employment,
investment, productivity, innovation, or U.S. competitiveness
Congress would have 70 legislative days to take action

Creates new level of post grant review – most innovators concerned that
new level of review does not provide sufficient safeguards against frivolous
challenges
 House bill (H.R. 1259) introduced, expected to be
considered in coming weeks



